1 005 bargaining unit negotiations agreement summary The UPE 005 Bargaining unit reached an Agreement on March 13, 2014 with the sacramento county Bargaining Representatives over the contract language, wages, and conditions of employment. The contract is a 5 year contract to be effective for July 1, 2013 and shall remain in full force and effect up to and including June 30, 2018. It is important to note that the Agreement must be ratified by a majority of the 005 membership and approved by the sacramento county Board of Supervisors. Below are the items that were the remaining issues of concern: 1. Article Term This article was amended to reflect the new dates for this contract. July 1, 2013 thru June 30, 2018. 2. Health Care Reopener (New Section) - Allows for the county to reopen the contract onetime between January 1, 2015 thru December 31, 2016 for the purpose of entering into Negotiations over health benefit changes.
2 It was agreed that if UPE was not in Agreement with any possible changes that UPE would have the right to strike upon the conclusion of mediation and/or fact finding which the county would have the right to invoke prior to a declared strike. 3. Salaries Fiscal Year 2013 2014: No salary increase Fiscal Year 2014 2015: Based on the Consumer Price Index, COLA 2 - 4% guaranteed no less than 1%. Fiscal Year 2015 -2016: CPI COLA, 2 4%, guaranteed no less than 1% (Effective first pay period of July 2015) Account Clerk I/II, Sr. Account Clerk, Office Assistant I/II, Sr. Office Assistant, Office Specialist I/II, and Sr.
3 Office Specialist, shall receive a 1% salary increase Fiscal Year 2016 2017: Salaries shall be increased by 4%, not less than 1%. Fiscal Year 2017 2018: CPI COLA, 2-5%, no less than 1%. 4. Retirement Contributions, Article XI to be amended Fiscal Year 2014-15 effective 1 July 2014 all employees will pay 20% 5. Seniority, Article VII, Sect. - Seniority will be based on countywide seniority and not departmental seniority. There were deletions and changes in the language to reflect how seniority is to be calculated and how it will be determined by the date of employment with the county . 6. Family Death Leave Article IX Sect. Great Grandparent, Great Grandchild to be included into the list of family death leave with pay. The five day limit on family leave has been changed to 40 hours for any one death.
4 7. DHA CalWIN Application Registration Differential, Article VII Sect. Has been extended thru the life of this contract, till June 30, 2018. 8. Rest Periods, Article VI, Sect. New language, The department will make every attempt to ensure employees are provided rest periods in a fair and equitable way. 9. Sick Leave While on Vacation Article Employees can provide sick leave substantiation upon their return from vacation. The substantiation does not have to be during the vacation. 10. Notice of Changes in Hours or Work Location, Article VI, Language addition that will allow employees to waive the 2 full pay period notice of a change in hours or location if they like by simply making a request to the appointing authority to waive the time frame. 11. Video Display Terminal Guidelines Article - This section will be deleted due to VDT s outdated. 12. Joint Labor-Management Committee, Article (a) - Joint-Management Committee s meetings will meet (quarterly) or more often if mutually agreed to by the parties.
5 13. Timing And Conduct Of in Hearing, Article Delete and counsel choosen by UPE Local # 1 14. Conferences Article Amended to add Conference attendance among employees is intended to be fair and equitable. If requested by the employee, the county shall provide the reason for denial of an employee s request to attend a conference. 15. Education and Certification Incentive Pay Article Language change of Account Clerk 3 to Senior Account Clerk. Add the following classes- Real Property Appraisers I/II, Real Property Associate Appraisers, Real Property Senior Appraisers, Audio/Video Specialist, Code Enforcement Officers. 16. Automatic Resignation, Article Amend section (c) to read, The appointing authority may grant an exception to item b above on a case by case basis . This allows a permanent employee to request reinstatement consideration other than the current limited reinstatement options.

Tier 5 Miscellaneous Employee Retirement , Article This is new language that allows the county to establish a new Employee Retirement Tier 5 based on the California Employees Pension Reform Act of 2013. It is a 2% at age 62 formula with a final compensation that would be based on the highest three-year average. This will apply exclusively to employees hired on or after January 1, 2013. 18. Wage Realignment Committee, Article The following classifications have been identified as extremely out of range in their current wage structure. These classifications wages will be addressed in a Wage Realignment Committee and consideration given for a wage restructure 19. Desk Files, Article Added language to ensure that 005 members can add supplemental material and a written response to any item in their file within thirty (30) days of the employer inserting an item the employees file.
7 It must remain in the file attached to the employers item for as long as the material remains in the desk file 20. Transit Pass, Article The current transit pass of $65 per month will be increased to $75 per month. 21. Education Reimbursement Article Education Reimbursement will be increased from $1200 to $1500 per year.
