5 Furthermore, this publication discusses the various methods available to the user to report equipment configuration deficiencies discovered by ship's force or to report changes resulting from formal alteration accomplishment. It also provides a logic matrix to afford any COSAL/COSBAL user the administrative and automated tools with which to correct a myriad of Integrated Logistic Support (ILS) deficiencies, ranging from inadequate technical manual (TM) support to inadequate repair part allowances. An accurate COSAL/COSBAL, used correctly, will guarantee successful logistical support of our Navy's ship and shore stations. Most ships are now automated and follow automated COSAL use and maintenance procedures. The purpose of this manual is to provide a basic COSAL background which can be used to better understand and complement automated COSAL procedures.

6 Although ship is addressed throughout this instruction, the policies, guidance, and procedures also apply to operational forces, groups, squadrons, battalions, regiments, detachments, and deployable (afloat and expeditionary) commands and units with authorized equipment. COSAL Range and Depth The COSAL specifies the range and depth of all equipments validated to be on board a ship and resident in Configuration Data Management Database-Open Architecture (CDMD-OA). It also specifies all repair parts, special tools, and Maintenance Assistance Modules (MAM) required to maintain the ship, and further provides specific repair part allowances necessary to support preventive and corrective maintenance during extended and un-replenished periods at sea. The COSAL and its shore base counterpart, the COSBAL, are important tools in maintaining total Fleet readiness.

7 This publication is designed to help both technical and supply personnel to better understand the content of the COSAL/COSBAL, how it is produced, and how it should be used and maintained. The equipments/components verified by CDMD-OA Configuration Data Manager (CDM) to be installed on a ship to perform its operational mission; b.

8 The repair parts and special tools required for the operation, overhaul, and repair of equipments/components; c. Operating Space Items (OSI) and consumables necessary for the safety, care, and upkeep of the ship itself; and d. Aeronautical equipment managed by NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia. Also included are Naval Air Systems Command and Space and Naval Warfare Systems Command (SPAWAR) managed end items. These items include, but are not limited to the following: (1) Aircraft Launch and Recovery Equipment (ALRE), (2) Visual and Optical Landing Aids, (3) Ground Support Equipment, and (4) Selected Communications Equipment. 9 It is a technical document to the extent that equipment/component/part nomenclatures, operating characteristics, TMs, etc., are described in Allowance Parts Lists (APLs) or Allowance Equipage Lists (AELs). It is a supply document since it lists the items required to achieve maximum self-supporting capability for an extended period of time. Since the COSAL provides the ship with basic guidance for determining the items (and quantity of each item) that should be stocked by the supply department or held in the custody of other departments, it is essential that changes be incorporated promptly and properly upon receipt, and that corrective action be taken when it is determined that any part of the COSAL is inaccurate or incomplete. What the COSAL Does Not Cover Information relative to other commodities/materials such as subsistence, recreational equipment, medical material, hydrographic charts, resale clothing, ship's store merchandise, bulk fuels and lubricants, ammunition, small arms, and weapons will continue to be published in unique lists prepared by the appropriate commodity/material managers.

10 SHIP'S SELECTED RECORDS (SSRs) COSAL Selected Records The COSAL is included in the SSRs. SSRs consist of the ship's drawings, selected record data, and allowance documents. Together, they contain the complete configuration and logistical profile of a ship. Familiarity with the three types of SSRs shown below can help the user make the most of the COSAL and the COSAL Use and Maintenance Manual NAVSUP P-488 chapter 1 1-4 Naval Tactical Command Support System (NTCSS) Shipboard Non-tactical Automated Data Processing Program (SNAP) or Micro-SNAP applications. a. Selected Record Drawings. The drawings illustrate the important features, systems, and arrangements of a particular ship. Two sets of drawings are furnished to each ship. b. Selected Record Data. Selected record data describes arrangements, equipment, systems, and procedures essential to the operation of a ship.
