When it was officially decided that the Third UN World Conference on Disaster Risk Reduction (WCDRRIII) would be held in Sendai in March, 2015, the mayor of Sendai City, Ms.
4 Emiko Okuyama, stated, We want to transmit information about the Great East Japan Earthquake to the world, and share our experiences . This was certainly based in part on the feelings of citizens, especially the many women who experienced 3/11/2011. They had bounced back from the depths of devastation, and gone through three years of rebuilding their communities, causing emotions to well up. We at the Japan Women's Network for Disaster Risk Reduction (JWNDRR) share those feelings, and therefore organized today's roundtable. Going forward, in a situation where it is expected that the number of disasters will increase globally due to the effects of climate change (global warming) and other factors, what is important is to reduce disaster risks - in other words, while striving to reduce the number of disasters, also building communities which are endurable (resilient) when calamities do occur.
5 In order to realize such goals, it is necessary to incorporate gender and diversity perspectives into policy, and to create structures in which women and various other stakeholders are actively involved. In addition, in the aftermath of the Great East Japan Earthquake and tsunami of 2011, even as many women faced difficult situations, they demonstrated great strength in the reconstruction of their local communities. By transmitting these experiences to the world, and sharing information, we think that it is possible to empower women affected by disasters around the world, and also be of use in helping build societies which are strong in times of disaster.
6 At this roundtable, we are hoping to launch meaningful discussions, and compile proposals for the new framework (the post-Hyogo Framework for Action) expected to be adopted at the WCDRRIII in March next year; we will present these proposals to the Sixth Asian Ministerial Conference on Disaster Risk Reduction (6 AMCDRR) later this month. As a result, we hope that together we can contribute to building societies worldwide which are resilient when disasters strike. We would like to sincerely thank the College of Social Sciences, University of Hawaii and the Sendai Gender Equal Opportunity Foundation (a public interest incorporated foundation), who concurred with and co-organized this event, as well as all our fellow participants here, from both within Japan and from abroad.
