I will maintain courageous calm in the face of danger, scorn or ridicule; develop self-restraint; and be constant-ly mindful of the welfare of others. 4 Louis Community:The safety of St. Louis residents and visitors is my top priority. I am very proud of the tenacious work our officers do for our City morning, noon and night, day in and day out. Because of it, crime is the lowest it has been since the 1960s and has been cut in half over the past 10 years. But, crime of any kind -- especially violent crime, which remains stubbornly high in several of our neighborhoods -- threatens the fabric of our entire community, so until everyone in every neighborhood can live, work and play in a safer environment, we have more work to do. Building and maintaining trust between the community and law enforcement is essential in reducing crime and creating stronger neighborhoods. SLMPD and their partners in City government continue to make significant progress toward that goal, while increasing the use of technology in crime reduction operations. From license plate readers and the Real Time Crime Center to Operation Polar Cops and additional foot, bike and mounted patrols, the Department is diligently working to enhance safety while bolstering community engagement.

5 Part of those efforts include putting more officers in areas that need their attention the most, followed by other City services, like boarding up vacant buildings, removing excess refuse and debris, and ensuring that all street lights are in working order to help address quality of life issues in our neighborhoods. It is all part of our PIER Plan, which focuses on prevention, intervention, enforcement and reentry administration also is dedicated to ensuring that our officers receive the support, training and resources they need to do their jobs safely and effectively. That includes employing new technology, along with crisis intervention, civil disobedience training, and increasing following 2016 Annual Report shows where we have been successful, and also indicate where our challenges are. 6 SlayMayorMessage from MayorSLMPD - Annual Report to the Community - 6 Dear Citizens:As you read the 2016 Annual Report , you will get a glimpse into the hard work the men and women of the Metropolitan Police Department do each and every day. This Report provides an understanding of the dangers they face through pages of data and statistics which summarize crime in our city. However, more importantly, you will read about the various programs and initiatives we have implemented in the past year to better engage our community. We know that police officers must make arrests in order to make our city a safer place. Making a positive impact and building relationships with our citizens is just as important. This year, many of our citizens had a chance to interact with some of our best police officers as they were enjoying an ice cream treat served out of our newest community engagement tool Operation Polar Cops.

7 Although light-hearted and fun in nature, Operation Polar Cops has started a critical conversation between the police and the community and is truly a display of the department s investment in community engagement. We must continue to make investments like this Operation Polar Cops in St. Louis, with outreach programs to connect with our youth and with partnerships to harness the power of civic leadership. Also new this year is the SLMPDM obile app, an application that lets you interact with city government and the police department in an innovative and convenient way. SLMPDM obile gives citizens a way to Report crime, stay informed and even request city services. Crime reduction has always been a collaborative effort by both law enforcement and the community, and it must be even more so in the years ahead. 10 Louis Police Foundation assisted the Community Engagement/Organizational Development Division (CEODD) in purchasing an ice cream truck. This project, entitled Operation Polar Cops , was created after the CEODD reached out to Boston Police Department, who shared their overwhelming success with their own ice-cream truck community engagement program, Operation Hoodsie Cup . In St. Louis, we sometimes see lack of cooperation by citizens in high-crime neighborhoods, stemming from distrust in law enforcement. The Boston Police Department found a simple act of kindness, like police giving children free ice cream on a hot day, went a long way towards mending the truck was purchased, Switch, an experimental marketing agency headquartered in St. Louis, designed the exterior of the truck at no cost. Prairie Farms Dairy donated over 6,000 units of ice cream treats and frozen novelties.
