3 The 2018 Basic Allowance for Housing (BAH) rates are based on the current local median market rent and average household utilities (including electricity, heat, and water/sewer) in each military Housing area; and incoporate a four percent out-of-pocket amount. Collectively, these components establish the total Housing costs for six Housing profiles (based on dwelling type and number of bedrooms) in each MHA. Total Housing costs are used to set the BAH rates for Uniformed Service members, both with and without dependents, for each pay grade.
