TheCOVID-19pandemicfurtherexacerbatedthe industry sissues,addinghealthandsafetycostsandnew operationalchallengestoanalready-straine dmodel.

2 Theongoingchallengesofthesectorcontinuet opreventHoosierfamiliesfromsecuringandma intainingjobs, ,IndianaintroducedtheBuild,Learn,Growpro gramtomaximizeits$1 billioninfederalrelieffundingwiththegoal ofbuildingreliablechildcareinfrastructur etocreatenewlearningopportunitiesforyoun gstudentsandhelpourcommunitiesgrow. TheOfficeofEarlyChildhoodandOut-of-Schoo lLearning(OECOSL)hasengagedandcontinuest oengagecriticalpartnersandstakeholdersth roughoutthestatetoinformtheprogram'sdeve lopmentandsupportitsexecution, ,hundredsofmillionsofdollarsin fundinghasbeendeployedacrossthreepriorit yareas:Thestateanditspartnersmadesignifi cantprogressin2021towardhelpingproviders regaintheirstabilityandsupportingchildre nandfamiliesinreconnectingwithorstayingi nchildcare.

8 Herearethreeprogramsservingasa TeachingTeamsAsa statewideadvocateforhigh-qualityearlyedu cationandtheoperatorof10high-qualitycent ers,EarlyLearningIndiana(ELI)servesappro ximately1,000childrenandemploysmorethan2 00 ECEleaders,teachersandsupportprofessiona ls. In November,ELIannouncedtoitsteamthat,thank stoitsStabilizationGrantfunding,it wouldofferallclassroomstaffpremiumpaythr oughtheendof2021,equaltoanextra$2/hour,o ntopofitsalreadyindustry-leadingpay,andp ayoutteammembersforremainingPTObalancesa ttheendoftheyear,recognizingthatPTOis difficulttotakein thecurrentleanstaffingenvironment. ELIhasalsoimplementedmoreaggressiveworkf orcerecruitmenteffortsandhiringfairs,as wellas a $1,000sign-onbonusto LiftingSpiritsAppleTreeLearningCenterinS outhBendis a Level4 PTQpreschoolandlearningcenter,anditsStab ilizationGrantfundsaremakinga significantimpact.
