2 Carried. 2016-127 Horn That the minutes from the Special Meeting of Town Council held on the 7th day of July, 2016 be approved as presented. Carried. 2016-128 Debienne That the minutes from the Emergency Meeting of Town Council held on the 12th day of July, 2016 be approved as presented. Carried. Correspondence 2016-129 Horn That the following correspondence having been read, be filed: TSN Law Remedy Order Appeal; Xylem Quote for Replacement Pumps Main Lift Station; Village of Zenon Park Eco West Proposal; Saskatchewan Municipal Awards Nomination of Endowment; FCAC Final Response regarding Scotiabank Branch Closure; RM of Torch River Support for planner position with Town of Nipawin; Saskatchewan Waste Reduction Council Letter of Support to Province re: HHW program.

3 Northeast Outreach and Support Services Invitation to the grand opening. Carried. Frecon Remedy Order 2016-130 Little That in regards to the remedy order issued to Al and Tammy Frecon re: the removal of the falling public safety hazard of tree branches or limbs falling at their residence at 609 Nicholson Drive, Council finds that the work required has been complete and that there is no further action required. The administrator will draft a letter to the Frecon s stating such. Carried. Replacement of Pumps at Main Lift Station 2016-131 Trombley That Council approves the unbudgeted purchase of 2 new pumps from Xylem including trade in credit of the existing pumps totalling $50, This is thereby added to the capital budget of 2016.

4 Carried. Eco West/Village of Zenon Park After much discussion, decision on this proposal was tabled until the next meeting of Council. Mazurek Endowment Nomination for Saskatchewan Municipal Award The administrator will contact the RM of Moose Range to nominate the endowment and will inform them that Town Council supports the nomination. Northeast Outreach and Support Services Grand Opening 2016-132 Debienne That Councillor Horn will attend the grand opening for NEOSS representing the Town of Carrot River. Carried. Capital Trust Reserve 2016-133 Little That, in light of the subdivision, Council authorizes the Administrator to transfer all remaining funds ($219, plus August interest) from the capital trust reserve account (131-10) to the general operating account of the Town of Carrot River (150-16) as soon as possible.

5 The reserve account at Scotiabank will then be closed by the administrator. The reserve will then be depleted, Council will start a new reserve once lots from the new subdivision sell, in order to replenish the $200,000 reserve as set out by previous Councils. Carried. Recreation Reserve 2016-133 Little That, in light of the work being done on the arena, Council authorizes the Administrator to transfer all remaining funds ($25, plus August interest) from the recreation trust reserve account (163-14) to the general operating account of the Town of Carrot River (150-16) as soon as possible.

6 The reserve account at Scotiabank will then be closed by the administrator. The reserve will then be depleted and Council has no intent of replenishing it at this time. Carried. Administrator s Report Wednesday, August 4, 2016 Kevin Trew Ongoing Projects: 2016 Subdivision Project Meridian Surveyor should have their plan ready for the meeting. They were out last week surveying the area Little Subdivision In progress, I have nothing to report on this Signs The new traffic sign has been installed and I have had a number of issues brought to my attention about it, the most recent from the Ministry of Highways, I will be working with our staff to work out their concerns.

7 Frecon Remedy Order I have included this in correspondence New Projects: Fence surrounding the Fire Hall It has been marked out and the project is coming along nicely once this is up, we can discuss possible lease opportunities for the remaining area Community Square Drainage The New Gym on Main experienced some storm water flooding on the morning of July 9 as the 2 inches of rain collected from the roof of the Gym (no eaves troughs) and some of the storm water from the square (including the utilities building) built up against the building and entered into it.

8 The square HAS been graded away from the building, however we acted quickly to make allowances to try to remove water from the area outside and divert it to the street. There is currently a temporary fix with a sump pit and pump until we can get something permanently installed. The Town will pay for cleaning up the mess this time and will put eaves troughs on the utilities building. In addition, we will install a permanent sump system on our property to provide protection for the Gym Building. I have been adamant that the majority of the problem is the lack of eaves troughs on the Gym and have relayed that message to the owners.

9 I am confident that the Town did all necessary due diligence regarding grading the property and acted within our rights as a property owner. Formerly, storm water from the building flowed away and collected in the middle of our property. July 11, 2016 Storm Sewer and Sanitary Sewer Flooding I am especially proud of all of the staff s response to the emergency as well as Council s understanding and support through this most difficult time both as a Town Employee and as an affected property owner. Cleanup continues and on a municipal basis there are a number of issues to work with the PDAP assigned engineers and PDAP officials on.

10 This being said, we need to discuss next steps. Currently, we are working on a plan to address the following: o Storm Sewer The storm sewer appears to be affected by the flood in many ways the clay tile is broken and in some places collapsed, we are flushing the system and taking camera views of ALL storm sewer in Town. I am confident that this collapse was NOT a problem prior to July 11 ditches providing storm sewer protection to Parkdale are in need of cleaning of sediment particularly the north side of Birch Road along the residential area from 2nd Street to Main Street Southeast which are jam packed with utility lines, etc which give a lot of pause to the work that is needed, of lesser concern is the ditch along the east Town limits along the Enns property, full of brush and needs to be cleaned out.
