With rapid liberalization in the country and publicationof GFR 2005, need was felt to modernize the Manual to suit the modern day requirements of constructionand deliverance to the clients.

3 The department is now expected to deliver with great speed, at the same timeensuring excellent quality of work. With this in mind, simplification of Works Manual has been attemptedafter incorporating various Circulars issued by the Department from time to time and instructions issued bythe GOVERNMENT of INDIA . Most of the processes have been streamlined. To expedite works ComputerizedBilling (though initially ordered for restricted use) has been introduced for the first time in the Manual forgeneral Manual and other publications are useful not only to CPWD Officials but also to a large numberof Central Govt.

4 Organisations, Public Sector Undertakings and State Govts., which function on the patternof CPWD. As such, PUBLICATION of this simplified Manual will be of great help to many Organisations and Ihope it will be well received by all would like to express my appreciation of the sincere efforts and dedication put in by Shri Dogra,Additional DG (Borders) & Chairman, Manual Committee and his team of dedicated Engineers of am confident that CPWD Professionals will be able to deliver projects to their clients most effectivelyusing this Manual. CPWD will welcome comments on this Manual from its users, which can be sent to CPWD website upto and the department will review the contents of this Manual basedon the comments to make changes, if found needed.

5 Commensurating with the dynamic scenario ofconstruction in INDIA , CPWD will like to have a dynamic Works Manual and an annual review of WorksManual provisions will henceforth be a regular provisions of this Manual will be effective from (A. Power and responsibility go together, andwhen officers are adequately empowered, they will be responsible for results in terms of quality, time andcost.

6 Codifying the liberalized procedures and powers would increase the accountability of the salient features of this Manual are, submission of computerized progress reports, computerizedmeasurements and bills by the contractors to effectively monitor/execute the works, liberalized work order/material procurement system, composite tendering, two/three envelop system, encouraging percentage ratetenders, mechanized/speedier construction, emphasis on quality assurance by the field units during constructionstage itself rather than on post-construction quality control, introduction of in-house dispute redressalcommittees to arbitration cases, etc. Departmental instructions issued upto under officememorandum of DGW/CON and DGW/MAN series have been incorporated in the is still scope for further improvement in our systems and procedures.

7 Depending upon the feedbackon the efficacy of the changes made in this Manual, further improvements could be made during the nextrevision of this Manual. It is hoped that this Manual would go a long way in unfettering our officers ininnovating, as well as in taking bold decisions in the interest of committee constituted for finalization of Manual held a total of 69 sittings between March 2006 andNovember 2007. I gratefully acknowledge the help rendered by S/Shri ADG, (since Retd.), ADG (EM DDA), CE, CE, CE, (E) (since Retd.), Mohan Swaroop CE(E), Suresh Kumar CE, CE(E), CE,Smt. CTE and SE(C&M) for their valuable contributions in finalization of Works are also due to large number of officers who made suggestions on the draft Manual.

8 I will be failingin my duty if we do not thank Shri JM Raj ADG (Retd.) who took the initiative single handedly to redraft theManual which in turn was further reviewed by this Committee. I also thank Shri Parmodh Singh FO to DGWfor assisting in finalizing the sections in budgeting am grateful to Shri A.
