It also triggered a new round of intensive activity that secured final Department of Energy approval of the utility s program. Energy Smart Florida is FPL s plan to deploy new smart grid technologies, which include enhancements to the transmission and distribution system, and Performance and Diagnostic Centers, as well as the deployment of million smart meters. Energy Smart Florida will give our customers tools to better manage their electricity usage, and help FPL continue to deliver reliability that is 46 percent higher than the national average.

The DOE grant will fund a quarter of our overall $800 million investment in the technologies that will enable us to provide these benefits, said FPL Vice President of Customer Service Marlene Santos. Of the dozens of utilities across the nation that applied for funding, FPL was one of only six to receive the maximum award, so we re very proud of what the project team has achieved and excited about the long-term value for our customers. Work began on FPL s plan to build a smarter, cleaner and more efficient electric grid long before the Recovery Act became law.

Led by FPL s senior director of meter services, Bryan Olnick, the massive effort has required strong collaboration across numerous business units, including Transmission, Distribution, Information Management, Customer Service, Finance, Regulatory, Project Development, Marketing & Communication, Human Resources, General Counsel and Integrated Supply Chain. The program is making steady progress with meter and network deployment activities. To date, more than 460 network communication devices have been installed and the first two Transmission/Substation projects are nearing completion.

Two major network and meter data management systems, integral to system infrastructure, have been completed. And with 500,000 smart meters already installed and an average of 24,000 new installations weekly, the advanced metering infrastructure program is on target to meet its goal of installing 1 million meters this year. There are many different ways to deploy smart grid technologies, and every utility is approaching it differently, said Bryan. In our case, we re moving very methodically and deliberately and taking a disciplined approach, which includes extensive testing before we activate new functionality.

These are exciting technologies, and we re laying the foundation now for a whole host of long-term benefits. As in the fourth quarter of 2009, the main earnings driver can be summed up in a single word: FPL, we experienced a significant increase in our financial results attributable to record-breaking customer demand during the extreme cold weather in January.

FPL has generally been thought of as a summer peak utility, but on Jan. 11, 2010, we reached an all-time peak demand of 24,346 megawatt-hours. Of course, as a geographically diverse company that operates in 28 states and Canada, FPL Group is affected in multiple ways by weather, and our positive $ cent per share weather impact at FPL was more than offset by a $ cent per share reduction at NextEra Energy Resources due to an extremely poor wind though we experienced a positive weather impact on our first quarter results, the overall Florida economy continues to struggle.

Every one of us knows someone who has been touched by the recession and the unprecedented downturn in the Florida housing me give you just two data points. First, new housing construction remains at an all-time low 69 percent below the level we were seeing in 2007. This means the number of new customers we expect to sign up will continue to significantly lag historical levels. And second, our existing customers are using less electricity weather-normalized sales are down more than 4 percent from their peak in 2007.
