This regulation provides proceduresfor verifying the military status of person-nel whose military records are h i s r e g u l a t i o n p r o v i d e s p r o c e d u r e s f o rverifying whether Army National Guardand United States Army Reserve Soldierswho fail to report for mobilization knewof or received their mobilization orders.

The proponenthas the authority to approve exceptions orwaivers to this regulation that are consis-tent with controlling law and proponent may delegate this approvalauthority, in writing, to a division chiefwithin the proponent agency or a directreporting unit or field operating agency ofthe proponent agency in the grade of colo-nel or the civilian equivalent.

9 Activitiesmay request a waiver to this regulation byproviding justification that includes a fullanalysis of the expected benefits and musti n c l u d e f o r m a l r e v i e w b y t h e a c t i v i t y ssenior legal officer. All waiver requestswill be endorsed by the commander ors e n i o r l e a d e r o f t h e r e q u e s t i n g a c t i v i t yand forwarded through their higher head-quarters to the policy proponent. Refer toAR 25 30 for specific management control regulation contains management con-trol provisions and identifies key manage-ment controls that must be u p p l e m e n t a t i o n.
