1 Advertisement Manager: Monitoring and Evaluation The Wholesale and Retail Sector for Education and Training Authority (W&RSETA) seeks to employ a Manager: Monitoring and Evaluation , who will report directly to the Executive Manager: Strategic Planning and be based at the Head Office in Centurion. Key Performance Areas will include but not limited to the following;. Lead and provide oversight for the planning of W&RSETA programmes inclusive of indicators in order to ensure attainment of the W&RSETA goals and strategic objectives;. Lead the development of the Monitoring and Evaluation Framework for the W&RSETA Strategic and Annual Performance Plans Research and develop a suitable M&E Strategy that will ensure integration of Monitoring and Evaluation activities conducted on W&RSETA programmes, projects as well as learning programmes. Develop a comprehensive Monitoring and Evaluation Plan that will ensure the operationalization of the M&E Strategy;. Promote organizational wide understanding of the plan as well as the roles and responsibilities each internal and external stakeholder will play in the implementation of the plan Conduct formative and summative evaluations of W&RSETA programmes and provide recommendations for improvement.
2 Evaluate the W&RSETA systems, procedures and processes and identify changes required to the operations of the SETA; provide implementable recommendations and ensure that required changes are prioritized. Develop a strategy for dealing with and solving the stakeholder queries Interpret and analyse reports, coordinate and compile reports to relevant stakeholders Provide support to the Business Units Network, form partnerships and collaborate with stakeholders Represent the SETA at forums Formulate M&E procedures and processes Actively identify risks and put strategies in place to mitigate the risks Collaborate with the Finance, Contract Unit, PMO and Operations to assist in the development of a system to track and report cost-related data for key performance indicators and targets;. Implement sound financial management in line with the PFMA, and any other applicable government policies Provide management to the Unit and ensure compliance and a performance driven focus Build and maintain an effective team within the Unit Implement the best performance management practices, coaching and mentorship methods Lead the Unit to achieve set goals and targets within set timeframes Create and maintain a culture of performance and efficiency Minimum Qualification and Experience: Matric / Grade 12 National certificate.
3 Bachelor's Degree in Commerce / Business Administration / Public Administration / M&E or an equivalent degree with Research and Management as passed modules 5 years' managerial experience in Monitoring and Evaluation / information management / quality assurance Proven experience in M&E set-up and data management Experience in training and providing technical support to professionals and M&E methodologies and tools Project management experience and knowledge of project management frameworks and methodologies Knowledge and understanding of research and development formulation and methodologies Knowledge and understanding of the wholesale and retail sector Experience in a SETA/Public Sector environment will be an advantage Willingness and ability to travel extensively Own transport and a valid Driver's License Knowledge, Skills, Abilities and Attributes: Report writing and presentation skills Conceptual and problem solving skills Excellent verbal and written communication skills Monitoring and Evaluation and customer service skills Programme and project management Knowledge and understanding of Corporate Governance and Regulatory Frameworks (Skills Development Act, PFMA, Corporate Governance, Government-wide Monitoring and Evaluation Framework, etc.)
