PART A: general INFORMATION. FOREWORD BY THE MINISTER. It gives me great pleasure to present the ANNUAL REPORT for the 2014 /15 financial year of the newly established Department of Water and Sanitation. The Department of Water and Sanitation was born out of the wisdom of the President and the mandate given to us by the people of South Africa to provide them with water and decent sanitation. Its establishment included the transfer of the Sanitation function from the Department of Human Settlements to its current location alongside Water. The National Development Plan also, as our policy cornerstone, directs that we create alignment in institutions and in the structure of the state in order to respond efficiently to the needs of our country and its people.
