6 National Agriculture Export Development Board NAP: National Agriculture Policy NISR: National Institute of Statistic of Rwanda NST: OWSD: National strategy for transformation Organization for Women in Science PSTA: Strategic plan for Agriculture Transformation 6 | P a g e FOREWORD Rwanda s agriculture transformation agenda is based on the successful implementation of the strategic plan for Agriculture Transformation (PSTA 4). The fiscal year 2019 /20 marked the second year for the implementation of PSTA 4. MINAGRI promoted the acceleration of Agricultural Growth, improved livelihood, shared prosperity to farmers and a growing attraction of the private investments in the agriculture sector. Strategies to ensure food security have been developed to cope with COVID-19 pandemic effects.

7 This fiscal year more efforts were deployed to increase agriculture growth and its transformation from subsistence to commercial led. Involvement of youth and women in agriculture sector has contributed more to agriculture modernization and value addition in different agricultural value chain. This is the right step towards reaching our national food self-sufficiency goal which is currently over 90 percent of all food consumed in the country. Credit goes to all agriculture stakeholders namely; staff of the Ministry, its agencies, development partners and private sector actors who are working decisively to modernize the agriculture sector. This move is both stipulated by the PSTA4 and the National Strategy for Transformation (NST1). In closing this fiscal year, we note that the registered achievements reflect efforts made in implementing the brand of new strategic plan for Agriculture Transformation (PSTA 4), which builds on the achievements and lessons learned from the implementation of previous Strategies.

8 PSTA 4 sets out ambitious targets to turn around the agriculture sector and transform it into a knowledge-based value creating sector that contributes to the national economy and ensures food and nutrition security by 2024. To be achieved, the development of new tools, new technologies with potential to mitigate production constraints need to be introduced. This will ease and enable the achievement of the sector targets. We have full confidence in the long-standing collaboration with our partners and stakeholders. The experience from the past years assures us that there is a solid resolve to move fast forward to unlock our potential and tackle some of the existing challenges in our farming systems. I continue to count on all stakeholders, continuous collaboration and support as we move on to our agriculture transformation journey.

PSTA 4 has four priority areas: (i) Innovation & Extension; (ii) Productivity & Resilience; (iii) Inclusive markets & value addition; (iv) Enabling Environment & Responsive Institutions. In combination these priority areas provide the strategic direction towards achieving the transformation of Rwandan agriculture from a subsistence to a value creating sector, which contributes to the national economy and ensures food and nutrition security in a sustainable manner.
