1 Application of COA ( construction ) 2 Background Pre-requisite to issuance of COA to importers is either PC or FTTR issued by accredited testing and inspection bodies Before 21 Aug. 2013 almost 90 % COA issued by SIRIM QAS. 22 Aug. 2012 all applications of COA of iron and steel related to construction will be diverted to CIDB. According to SIRIM data base almost 600 importers currently apply COA to SIRIM. After 22 Aug. 2013 about 50 % of the Application will go to CIDB..crucial issue is CIDB is not a testing and inspection body but rather a regulatory body 3 Key Stakeholders in regulating mandatory standards AB RB COC or FTTR IMPORTER IMPLEMENTATION OF MANDATORY STANDARDS CIDB Act 520 (AMENDMENT 2011) : Enforce mandatory standards on imported and local materials for usage in construction sector: Section 33C (1) : The Lembaga shall, in the manner determined by the Lembaga, certify the construction materials used in the construction industry and specified in the Fourth Schedule in accordance with the standard specified in the schedule Section 33D(1): A person shall not deal or undertake to deal.

4 TEST REPORT Testing scope shall be accredited to ISO/IEC 17025 Validity period of FTTR 6 months from the issuance date of Full Type Test Report . Before shipment Inspection body shall be accredited to ISO/IEC 17020 ISS for COA Approval (with Full Type Test Report): 3 working days from Consignment Verification. *CIDB will not commit issuance of COA of 3 working days for consignment arrives without Full Type Test Report. The consignee shall arrange for process of cutting samples witness by third party or Lab, consignee shall bear all the cost incurred at port storage charges, cutting samples and etc. For COA issue by CIDB and importation below 250 MT, cargo will be released upon compliance of tensile & chemical test within 3 working days except for samples require wet method chemical test.

Further tests will be conducted for final COA approval **For testing conducted at local accredited lab, the consignee shall submit the scope of accreditation to ISO 17025 for CIDB evaluation.
