4 The Funds and ALL DEPARTMENTS AND AGENCIESA ttention is directed to section one of the APPROPRIATIONS Act ( , ) with reference to theavailability of the APPROPRIATIONS for the period of one month after the close of said period fiscal officers are advised that, by reason of the enactment of this clause, all unexpended balances willlapse, unless otherwise provided, at the close of the one--month period unless they are reserved asprovided of funds deposited by each STATE agency shall be forwarded to the Division of Budget andAccounting in accordance with existing regulations. Each STATE agencies deposits will be credited to theappropriate account. Receipts which may be appropriated to any STATE agency may be expended only inaccordance with the provisions of the agencies shall forward bills for payment as soon as practicable.
