4 During mobilization, theproponent may modify chapters and poli-cies contained in this regulation. Chapters6 and 7 and appendixes E and F apply toArmy National Guard Soldiers when onAD Title 10, for 30 days or more, and inall other cases, army National Guard Sol-diers are governed by NGR 600 21 andNGR 600 22. Portions of this regulationthat prescribe specific conduct are puni-t i v e , a n d v i o l a t i o n s o f t h e s e p r o v i s i o n smay subject offenders to nonjudicial orjudicial action under the Uniform Code ofM i l i t a r y J u s t i c e . T h e e q u a l o p p o r t u n i t yterms found in the glossary are applicableonly to uniformed personnel.

The propo-nent has the authority to approve excep-tions or waivers to this regulation that areconsistent with controlling law and regu-lations.
