2 During mobilization, theproponent may modify chapters and poli-cies contained in this regulation. Chapters6 and 7 and appendixes E and F apply toArmy National Guard Soldiers when onactive duty Title 10, for 30 days or more,a n d i n a l l o t h e r c a s e s , A r m y N a t i o n a lG u a r d S o l d i e r s a r e g o v e r n e d b y N G R600 21 and NGR 600 22. Portions of thisregulation that prescribe specific conductare punitive, and violations of these provi-sions may subject offenders to nonjudicialor judicial action under the Uniform Codeof Military Justice. The equal opportunityterms found in the glossary are applicableonly to uniformed personnel. AR 690 600contains similar terms that are applicableto DA and exception proponent of this regulation is theDeputy Chief of Staff, G 1. The propo-nent has the authority to approve excep-tions or waivers to this regulation that areconsistent with controlling law and regu-lations.

3 The proponent may delegate thisapproval authority, in writing, to a divi-sion chief within the proponent agency orits direct reporting unit or field operatingagency, in the grade of colonel or thecivilian equivalent. Activities may requesta waiver to this regulation by providingjustification that includes a full analysis oft h e e x p e c t e d b e n e f i t s a n d m u s t i n c l u d ef o r m a l r e v i e w b y t h e a c t i v i t y s s e n i o rlegal officer. All waiver requests will bee n d o r s e d b y t h e c o m m a n d e r o r s e n i o rleader of the requesting activity and for-warded through their higher headquartersto the Policy proponent. Refer to AR 25-30 for specific management control regulation does not contain manage-ment control u p p l e m e n t a t i o n . 9 PurposeThis regulation prescribes the policies and responsibilities of Command , which include the Well-being of the force,military discipline, and conduct, the army Equal Opportunity Program, and the army Sexual Assault Victim 2.
