T h i s p u b l i c a t i o n i s a m a j o This regulation prescribes re-s p o n s i b i l i t i e s f o r H e a d q u a r t e r s , D e p a r t -m e n t o f t h e A r m y a n d i t s r e s p o n s i b l eagents to conduct Army Mobilization mis-s i o n e x e c u t i o n . The pro-ponent has the authority to approve ex-ceptions or waivers to this regulation thata r e c o n s i s t e n t w i t h c o n t r o l l i n g l a w a n dregulations. The proponent may delegatethis approval authority, in writing, to ad i v i s i o n c h i e f w i t h i n t h e p r o p o n e n tagency or its direct reporting unit or fieldoperating agency, in the grade of colonelor the civilian equivalent. Activities mayrequest a waiver to this regulation by pro-v i d i n g j u s t i f i c a t i o n t h a t i n c l u d e s a f u l lanalysis of the expected benefits and musti n c l u d e f o r m a l r e v i e w b y t h e a c t i v i t y ssenior legal officer.

4 All waiver requestswill be endorsed by the commander ors e n i o r l e a d e r o f t h e r e q u e s t i n g a c t i v i t yand forwarded through their higher head-quarters to the policy proponent. Refer toAR 25 30 for specific internal control process.
