RSP MISSION. The mission of the Recruit Sustainment Program (RSP) is to reduce the overall training pipeline loss rate by creating a strong foundation of training and Soldier ethos that will set the standard for Soldiers to succeed at Initial Entry Training (IET) and Advanced Individual Training (AIT). The most important byproduct of the RSP is a maximum success rate in terms of providing MOSQ Soldiers to ARNG units.

4 The RSP does this by ensuring that Soldiers are mentally prepared, administratively correct, and physically ready. 1-2. Direct ship MISSION. To align resources and shipping alternatives in a manner that positions the Soldier for optimum success and the best possible transition to IET/AIT. 1-3. ship OPTIONS. There is currently no Department of Defense requirement that services use MEPS for the inspect process prior to shipping already assessed Soldiers to their respective training sites. The use of MEPS for inspects is done solely for the convenience of the respective services. Many RSP Sites have the capability of verifying prerequisites for new recruits reporting to IET/AIT. Commanders have two options for shipping Soldiers to IET/AIT. It is the sole discretion of the ARNG to determine which method(s) best meets the needs of the ARNG. The intent of this SOP is to outline the process to implement Direct ship .

5 A. Traditional MEPS Processing: This is the method used currently by the majority of Soldiers who ship to their training sites. RSP Soldiers ship from their associated MEPS. All associated processing is accomplished at MEPS. b. Full Direct ship : RSP Direct ship (DS) without the use of Traditional MEPS Processing. All ship requirements are completed at a Direct ship Site. RSP Soldiers do not return to MEPS for processing. 1-4. ENLISTMENT OPTIONS. Today s Soldiers come to the RSP from a variety of enlistment categories, including Quick Shippers, the Recruit Force Pool, Active First, and, of course the traditional enlistment process. The optimum time in the RSP is 120 days. However, a successful ship program of any option will come by way of proactive monitoring and preparation that begins the day of enlistment. 1-5. Direct ship SITE. The Direct ship Site (DSS) is any location in which Soldiers are processed for immediate departure to IET/AIT.

6 1-6. Direct ship SOP CONTENTS. The contents of this SOP are designed as a template, arranging key elements to key tasks. The differences in JFHQ level operational requirements will certainly require local modification of this SOP. It is recommended that commanders provide ongoing feedback to NGB-ASM-RSP for future changes of this SOP. Direct ship SOP 5 Chapter 2: Duties & Responsibilities of ARNG Personnel 2-1. The contents of this chapter apply to the two ship options outlined in paragraph 1-3 of this SOP. 2-2. KEY ARNG PERSONNEL. The duties and responsibilities for ARNG personnel are outlined below. This is a guide for commanders to match key personnel and duties to the needs of their program. 2-3. COMMAND SECTION. Commanders will determine the level of command support based on the volume of Soldiers that will process through the DSS. a. RSP Commander or designated OIC/WOIC responsibilities: (1) Overall management of the Direct ship Site.

7 (2) All aspects of administration, training, and logistics. (3) Validating Direct ship success through data and reports. (4) Applying command guidance and vision to the DSS staff. (5) Administering commander level disciplinary actions. (6) Completion of risk mitigation efforts. (7) Implementation of an effective Command Supply Discipline Program (CSDP). (8) Insuring the Post Accession Interview (PAI) is conducted appropriately. b. RSP First Sergeant or designated RRNCIOC (1) Senior enlisted Soldier of the DSS and is responsible for overall management of enlisted actions within the DSS. (2) Maintains Standards of Conduct throughout the DSS. (3) Oversees shipper processing and monitors timely completion of required processing. (4) Oversees and provides guidance on all cadre/instructor assignments. (5) Plans, oversees and evaluates the overall training program.

8 (6) Implements the commander s plans, vision, and intent. (7) Executes PAI briefing. c. Platoon Sergeant or designated RRNCO or NCO assigned. (1) Responsible for the accountability and welfare of his/her Soldiers. (2) Oversees platoon to ensure completion of required processing. (3) Plans, oversees, and conducts platoon level training. d. Squad Leader or designated RRNCO or NCO assigned. (1) Responsible for the accountability and welfare of his/her Soldiers. (2) Oversees squad to ensure completion of required processing. (3) Plans, oversees, and conducts squad level training. 2-4. S-1/PERSONNEL. a. Manages all DSS personnel actions. b. Monitors resolution of Soldier pay issues. c. Coordinates with all units to resolve all administrative issues. d. Files and maintains all administrative correspondence and reports. e. Maintains and distributes current cadre manning roster.

9 F. Conducts daily liaison with education and bonus branch to correct issues. Direct ship SOP 6 g. Conducts daily liaison with MEPS ARNG GCs on all Soldier issues to include retrieving shipper packets, obtaining transportation documents and meal tickets. h. Coordinate security interviews with MEPS ARNG GCs/State Security Manager. i. Ensure STO-2 security interim or clearance is granted if necessary. j. Monitor GCR input/updates. k. Manage QC process. Suggested COA: Establish a shared server to post shipper packet updates. 2-5. S-3/TRAINING. a. Manages all aspects of the Operations Section. b. Approve weekly training schedule. c. Oversees and insures compliance with training standards. d. Schedules and coordinates external trainers and resources. e. Plans and resources the use of training aids. f. Files and maintains training and operational records and reports.

10 G. Manage all Soldier individual training records. 2-6. S4/LOGISTICS. a. Oversees and manages all DSS logistical issues. b. Maintains logistical records and hand receipts c. Ensure logistical requirements of GED+ and STO-2 are met. d. Obtains all necessary supplies for DSS. e. Manages and dispatches assigned GSA vehicles for DSS. f. Monitors current FY budget and prepares forecasted budget. g. Requests and coordinates meals. h. Requests and coordinates transportation to DSS. i. Coordinate Soldier transportation briefing. j. Coordinate separate and secure billeting at DSS (IAW TRADOC Reg. 350-6). 2-7. RSP/ Direct ship SPECIALIST. a. Maintains/Screens shipper packets for required documents and administrative accuracy. b. Conducts Soldier Outreach. c. Monitors Shipper Roster and assists with training seat management. d. Monitors Shipper QC Report.
