The purpose of this message is to inform and remind the field of current policies. 3. High School Junior/Senior Verification Letter: a. Delete from paragraph 3b(8) "the last 4 of the SSN". b. Add to paragraph 3c: The MEPS GC is authorized to make corrections to the data on the HRR Form 1 providing the changes are validated with the school. 4. AOC: a. Paragraph 3-14b add: (4) All prior service applicants that are required to attend BCT of any type must enlist for a minimum of three years.

3 B. Paragraph 3-17 add: e. For clarification: Applicants separated from service for more than 48 months who held grade E-5 must have a grade determination waiver approved by the Battalion Commander to retain the grade E-5. Applicants separated from service for more than 48. months who held grades E-6 through E-9 must have a grade determination waiver approved by the TAG to retain the last rank held. 5. SMP/OCS Check List: a. All 09R and 09S applicants (PS and NPS) require a MEPS Chapter 2 physical for enlistment. The MEPS Chapter 2 physical is no longer required prior to request/receipt of the 09R/09S control number. The use of a DoDMERB physical is not authorized. The HRR Forms 200 09R/09S (STATE) control number can be issued without the applicant completing the ASVAB. The HRR 201 09S (FEDERAL) cannot receive a control number until a valid ASVAB is present. b. Battalion Operations must verify that all documents marked on the check list are uploaded in their correct location in Recruiter Zone prior to submission for a control number.

4 The HRR 200 or HRR 201 must be uploaded into the OCS/SMP checklist folder. c. If ACT/SAT/PSAT scores are not annotated on the high school or college transcript, the official score sheet must be uploaded with the transcript. d. The issuance of the control number also grants the exception to use the GT score in lieu of the ACT/SAT/PSAT scores. 6. Live Scan (LS) submissions: 2. ARNG-HRR. SUBJECT: Accessions Suitability Office (ASO) Concerns, Reminders and Corrections. (SMOM #17-055). a. Due to the high number of errors reported by the United States Office of Personnel Management (OPM), effective immediately recruiters must review the source documents (SSN/BC/Citizenship) prior to LS transmission. These documents must be uploaded into RZ prior to submission of the fingerprints. LS submissions with incorrect data will not return to the applicant's record. b. LS fingerprint results remain valid for 120 days. If new violation(s) are revealed prior to enlistment, the applicant will be fingerprinted at MEPS, new LS submission is not authorized until after 120 days of initial submission.

5 If enlistment does not occur within the 120 day window a new LS submission must be sent. c. LS only applicants who agree to enlist must have status of "Applicant" in Recruiter Zone (RZ)) in order to complete the LS process. LS may not be taken more than 30 days prior to the applicants 17th birthday. d. LS Authorization Forms with undisclosed offense(s) level 100 and 200, regardless of disposition, require review and approval from State Operations. Proof of payment for undisclosed 100 offense(s), must be uploaded in ERM prior to approval from State Operations via workflow in GCRc. e. LS Authorization Forms with undisclosed offense(s) level 300 and 400, regardless of disposition, require review and approval from the ASO. Please review the current AOC. ANNEX A, Chapter 5 for documentation required prior to submitting for review. If the charge is closed and does not require a conduct waiver, a control number will be provided to allow the applicant to continue processing.

6 A waiting period may be imposed based on the type of charge(s) withheld and if applicant requires a conduct waiver for the undisclosed charge(s) to enlist. f. LS Authorization Forms uploaded after receipt of LS results or completed improperly will require a Suitability Review approved by State Operations via workflow in GCRc prior to processing for enlistment. 7. Field Enlistment Processing Guidelines a. PS Applicants enlisting into a MOS, regardless if unit will train, must meet qualifications IAW DA PAM 211-21 HRCSMARTBOOK 2F% b. Exception to policy may be submitted by the GC or State Operations via suitability workflow to the Accessions Suitability Office requesting Proponent exception. 8. DD 368 (Request for conditional release) Army Individual Ready Reserve (IRR): Refer to SMOM 17-060 for updated guidance 3. ARNG-HRR. SUBJECT: Accessions Suitability Office (ASO) Concerns, Reminders and Corrections. (SMOM #17-055). a. Once enlistment is confirmed, the MEPS Guidance Counselor will complete section III.

7 And send the DD 368 and DD Form 4 via email to HRC for processing. Section II will be completed by HRC. b. Requests will be sent to USARMY Ft Knox HRC Mailbox EPMD IRR Separations 9. Acceptable Social Security Number (SSN) Identification. Documents listed below in i., are authorized for enlistment purposes only. Shippers must possess an original social security card prior to their ship date. a. Social Security Card issued by the Social Security Administration (SSA). Card must be original and legible. A laminated card is acceptable. b. Completed SS-5 (Application for a Social Security Card) signed by the applicant and the receipt from SSA indicating the application for a replacement SSN has been received. c. DD Form 214. d. DD Form 215. e. NGB Form 22. f. W-2 Tax Statement g. SSN Card Stub h. Document/letter on SSA letterhead with applicant name and SSN. i. Social Security Administration SSN Number Identification Printout 10. Driver's License Requirements a.

8 Applicants, to include prior service (PS) and Glossary Non Prior Service (GNPS), must possess a valid operator's/driver's license if the MOS Qualifications requires a license for enlistment. The license must be valid through the end of AIT. b. A valid state operator's/driver's license is defined as: a provisional, intermediate, graduated, or any other terminology used by States to identify an operator's/driver's license. This does not include a learner's permit. Provisional driver's licenses must have the restrictions reviewed. Provisional licenses must not prevent the Soldier from operating a vehicle alone or at night. Questionable cases may be forwarded to the ASO via a suitability workflow. 4. ARNG-HRR. Soldiers are not authorized exceptions to ship to training without a valid (unexpired). hard copy operator's/driver's license. Paper copies or temporary licenses due to renewal will not be considered for approval.

9 D. Phase II shippers are not authorized to ship to an AIT that requires an operator's/driver's license if their license will expire during training. The license must be renewed prior to the Phase II reservation being pulled. e. Prior to shipping, the MEPS GC, RSP and/or Direct Ship Site are responsible for verifying that their Soldiers have a valid operator's/driver's license that will not expire during training. f. Shipping a Soldier without a valid operator's/driver's license or shipping a Soldier whose operator's/driver's license expires during training will be grounds to initiate an investigation. 11. New Recruiter MEPS Orientation a. The United States Military Entrance Processing Station (MEPS) Orientation Training is a very important and fundamental part of the training of new recruiters. This training gives the new recruiter a better understanding of the operations of the servicing MEPS. It also helps improve the applicant flow preparation prior to the applicant getting to the MEPS.

10 B. R&R SGMs, RRSCs, and Senior MEPS Guidance Counselors should coordinate with their servicing MEPS to schedule New Recruiter Orientation Training. This is an inspectable training event for the RRBs. 12. Naturalized Citizens must have an English or translated birth certificate to ship. 13. Dependents: All questionable cases regarding dependents, custody, and parental consent must be addressed by JAG. 14. "Providing otherwise qualified". This comment on workflows indicates that the item identified in the comments has been reviewed and is approved. This does not indicate that the packet is complete, additional disqualifiers don't exist, or that new disqualifications won't be found. 15.
