Unfortunately, however, the CAC cannot be accepted since the bearer's signature is not visible on the card. **A certified copy of a birth certificate must include: the full name of the candidate; the full names of the candidate's parent(s); the date of birth; the place of birth; the raised, embossed, impressed or multicolored seal of the issuing authority; the registrar's signature, and the date the certificate was filed with the registrar's office, which must be within one (1) year of the person's date of birth.

7 The Government of Puerto Rico passed a law that went into effect on October 30, 2010 that invalidated all Puerto Rican birth certificates that were issued prior to July 1, 2010. As of October 30, 2010, only Puerto Rican birth certificates that were issued on or after July 1, 2010 can be accepted as proof of Citizenship. In addition, certified copies of birth certificates issued by the Hudson County Office of Vital Statistics in New Jersey for individuals born prior to January 1, 1965 are invalid and cannot be accepted.
