(GBB) in its capacity as RECEIVER for the Guam Solid Waste Authority (GSWA), pursuant to the Order of the United States District Court of Guam, is soliciting bids for the construction of LAYON LANDFILL CELLS 1 & 2 HGC CONSTRUCTION, PROJECT NO. GSWA 002-18 Sealed bids in duplicate will be received and time stamped at the Guam Solid Waste Authority Building, 2nd Floor Office, 542 N.

3 Marine Corps Dr., Tamuning, Guam, 96913 until 2:00 pm on April 19, 2018 local Guam time. Bids will be publicly opened and read aloud shortly afterwards at the same location. Contract time is Forty-Five(45) calendar days. All bids must be accompanied by a bid security in the amount of 15% of the total bid amount. Bid security may be a bid bond, certified check or cashier s check made payable to the Guam Solid Waste Authority. A set of invitation for bid DOCUMENTS can be obtained from the Guam Solid Waste Authority, 2nd Floor Office, Guam Solid Waste Authority Building, 542 N. Marine Corps Dr., Tamuning, Guam, 96913 commencing on March 19, 2018.

4 Invitation for bid DOCUMENTS will be issued in electronic form only, no hard copies. All Bidders are notified that the RECEIVER will affirmatively ensure that in any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color and national origin in consideration for an award. The RECEIVER reserves the right to reject any or all bids and to waive any imperfection in a bid in the interest of the RECEIVER on behalf of GSWA. A non-mandatory pre-bid conference will be held on March 23, 2018 at 10:30 local Guam time, Guam Solid Waste Authority, 2nd Floor Office, Guam Solid Waste Authority Building, 542 N.

5 Marine Corps Dr., Tamuning, Guam, 96913. The prospective bidders will need to contact GSWA Customer Service, Guam Solid Waste Authority Building, 542 N. Marine Corps Dr., Tamuning, Guam, 96913 prior to 10:30 for the exact location. A field trip to the Project site, to allow prospective Bidders to familiarize themselves with the Project s site conditions, will be conducted immediately after the pre-bid conference. It is not mandatory that the Bidder attend the field trip. The Bidder can be represented at the non-mandatory pre-bid conference by one of its employees via telephone. The Bidder must notify the Receiver at least two working days before the pre-bid conference they will be represented via telephone.

6 The Bidder will be given a phone number and access code to call into the pre-bid conference. It is important that the Bidder attend both the pre-bid conference and a field trip to be adequately informed of the Contract requirements and project site conditions to prepare their bid. 7 GSWA 002-18IB-1 INSTRUCTIONS TO AND OPENING OF BIDSBids shall be made on the forms furnished by the RECEIVER and shall be enclosed in a sealed envelope addressed to the Receiver Gershman, Brickner & Bratton, Inc. and endorsed with the name of the Bidder and the title LAYON LANDFILL CELLS 1 AND 2 HGC CONSTRUCTION, PROJECT NO. GSWA 002-18 Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No Bidder may withdraw a bid within ninety (90) calendar days after the actual date of the opening is called to the fact that Bidders not only offer to assume the obligations and liabilities imposed upon the Contractor in the Contract, but expressly make certain of the representations and warrants made therein.

8 No effort is made to emphasize any particular provision of the Contract, but Bidders must familiarize themselves with every provision and its OF COMPLETIONThe Contractor shall commence work on or before the date specified in the Notice to Proceed.
