2 Purpose of the Report (select as appropriate). Ar Gyfer Penderfyniad/For Decision ADRODDIAD SCAA. SBAR REPORT. Sefyllfa / Situation The purpose of this Report is to: Update the Board on relevant matters undertaken as Chief Executive of Hywel Dda University Health Board (the UHB) since the previous Board meeting held on 25. January 2018; and Provide an overview of the current key issues, both at a local and national level, within NHS Wales. Cefndir / Background This Report provides the opportunity to present items to the Board to demonstrate areas of work that are being progressed and achievements that are being made, which may not be subject to prior consideration by a Committee of the Board , or may not be directly reported to the Board through Board reports.

3 Asesiad / Assessment 1. Register of Sealings The UHB's Common Seal has been applied to legal documents and a record of the sealing of these documents has been entered into the Register kept for this purpose. The entries at Appendix A have been signed by the Chair and Chief Executive or the Deputy Chief Executive (in the absence of the Chief Executive) on behalf of the Board (Section 8 of the UHB's Standing Orders refers). Page 1 of 6. 2. Consultations The UHB receives consultation documents from a number of external organisations. It is important that the UHB considers the impact of the proposals contained within these consultations against its own strategic plans, and ensures that an appropriate corporate response is provided to highlight any issues which could potentially impact upon the organisation.

4 A status report for Consultation Documents received and responded to is detailed at Appendix B, should any Board Member wish to contribute. 3. Strategic Issues The following information is to update and advise Members of recent strategic issues affecting the UHB and NHS Wales: Update on Health Board 's Targeted Intervention Status Members of the Executive Team and I meet with the Chief Executive NHS Wales and members of his senior team in Welsh Government (WG), on a monthly basis. Meetings continue to review progress against the issues which raised our escalation level to Targeted Intervention (TI), with the most recent meetings taking place on 22 January 2018 and 6.

5 March 2018. We are continuing to work with Welsh Government colleagues to address the long standing challenges we have been facing and see the escalation process as a helpful support mechanism to make progress. Members are advised that the UHB is publishing Deloitte's Zero Based Review of Hywel Dda UHB (the Review) (Appendix C) (August 2017). This Review was commissioned by WG (the Owner) as part of TI, to undertake a zero based review of acute healthcare services provided by the UHB. Its purpose was to allow WG to understand the potential impact of the UHB's current configuration and resources that limited its ability to produce an approved Integrated Medium Term Plan (IMTP).

6 These included sustaining services on four (4) hospital sites; the challenging environment and its impact on recruitment and retention; an older and frailer population; and our current resource allocation. Deloitte LLP worked with both WG and the UHB on the evidence base underpinning the Review, and the final document has been formally accepted by WG. Any discussion/action resulting from the Review is being addressed through the TI meetings. Deloitte LLP shared the Report with the UHB for information purposes only, and it has been published on that basis. Area Planning Board for Drug and Alcohol Misuse: Memorandum of Understanding and Risk Sharing Agreement On 14 March 2018, the Chair and I signed the Area Planning Board for Drug and Alcohol Misuse Memorandum of Understanding and Risk Sharing Agreement.

7 This is a formal, legally binding Agreement to work collaboratively and in partnership to address drug and alcohol misuse with our statutory responsible partners, who include: Ceredigion County Council, Carmarthenshire County Council, Pembrokeshire County Council, Dyfed Powys Police, the National Probation Service and the Police and Crime Commissioner. The Area Planning Board (APB) is embarking on an exciting new stage of development with a new Chair (Ros Jervis, Director of Public Health) and Vice Chair (Claire Parmenter, Dyfed Powys Police). The APB has planned a series of workshops over the next few months to refresh its vision for actions to improve outcomes for individuals within our communities.

8 These workshops will be facilitated by the Institute of Public Care, and will involve service users, carers, commissioners and providers across statutory and third sector organisations, working collectively to co- produce plans across prevention, early intervention, treatment, family support, community safety and availability.
