Doherty) Pages: 235 This INSTRUCTION implements the requirements of Department of Defense (DoD) INSTRUCTION (DoDI) , Military Awards Program, and Air FORCE Policy Directive (AFPD) 36-28, Awards and Decorations Program. It provides Department of the Air FORCE policy, criteria, and administrative instructions concerning individual military decorations, service and campaign medals, and unit decorations.

2 It prescribes the policies and procedures concerning United States Air FORCE awards to foreign military personnel and foreign decorations to United States Air FORCE personnel. This INSTRUCTION applies to all Active Duty Air FORCE , Air FORCE Reserve (AFR), and Air National Guard (ANG) personnel and units. In collaboration with the Chief of Air FORCE Reserve (HQ USAF/RE) and the Director of the Air National Guard (NGB/CF), the Deputy Chief of Staff for Manpower, Personnel, and Services (HQ USAF/A1) develops policy for the Military Awards and Decorations Program. The use of Reserve Component noted in certain chapters of this Air FORCE INSTRUCTION (AFI) refers to the ANG and AFR personnel.

3 Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Form 847s from the field through the Major Command (MAJCOM) publications/forms managers. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air FORCE Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with the Air FORCE Records Disposition Schedule (RDS) located in the Air FORCE Records Information Management System (AFRIMS). This revision updates organizations, office symbols, and the realignment of all chapters. It adds an Awards and Decorations program objective (paragraph ). It adds new DoD campaign medals: the Kosovo Campaign Medal (KCM paragraph ), Afghanistan Campaign Medal (ACM paragraph ), Iraq Campaign Medal (ICM paragraph ), Global War on Terrorism Expeditionary Medal (GWOT-E paragraph ), Global War on Terrorism Service Medal (GWOT-S paragraph ), and Korean Defense Service Medal (KDSM paragraph ); new Air FORCE Awards: Air FORCE Combat Action Medal (AFCAM paragraph ), Air and Space Campaign Medal (ASCM paragraph ), Air FORCE Expeditionary Service Ribbon (AFESR) with Gold Border (paragraph ); and new unit awards: Meritorious Unit Award (MUA paragraph.)

6 And Gallant Unit Citation (GUC paragraph ). It also adds the North Atlantic Treaty Organization Meritorious Service Medal (paragraph ), as well as NATO Campaign and Service Medals (paragraph ). It acknowledges the addition of the Civilian Leader as an approval authority (paragraph and Table ). It updates procedures for approval authorities (paragraph ), decoration processing (paragraph ) for decorations arising from combat operations, appeal process for the Distinguished Service Medal and Legion of Merit (paragraph ), and adds the qualifying positions for the Distinguished Service Medal and Legion of Merit (table , note 3 and 4). It provides policy on award of the Purple Heart (table ).

7 It discontinues the use of the V (valor) device for Air FORCE unit awards (paragraph and ). Tier waiver authorities as approved by the Inspector General Advisory Board have been included per AFI 33-360, Publications and Forms Management.
