2 This publication applies to all Department of the Air FORCE military and civilian personnel, including members of the Air FORCE Reserve Command and Air National Guard. This publication will be applied to contractors and other persons through the contract or other legally binding agreement with the Department of the Air FORCE . Refer recommended changes and questions about this publication to the Office of Primary Responsibility listed above using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate chain of command. 3 SUMMARY OF CHANGES This revision accounts for the organizational separation of the Air FORCE Lessons Learned function from Air FORCE Studies, Analyses and Assessments. It also describes the AF/A9 2 AFPD90-16 26 JULY 2018 leadership in the Air FORCE Analytic Enterprise and the Air FORCE Analytic Community. It introduces the AF/A9 Director s positions as Air FORCE Chief Analytics Officer and executive agent for RAND Project AIR FORCE , clarifies POLICY roles and responsibilities, updates POLICY on use of analysis and assessment principles, and consolidates a number of administrative corrections. 1. Overview. This DIRECTIVE : Describes Air FORCE (AF) policies for development, management, conduct, and integration of studies, analyses, and assessments supporting Air FORCE , joint, and coalition leadership decisions.

4 Studies, analyses, and assessments underpin the Air FORCE strategy, planning, programming, budgeting, and execution. They enhance operational and developmental planning, requirements determination, modernization and recapitalization of systems and programs. They also illuminate improvements for Air FORCE business processes and decision processes. Enables standardized and integrated Air FORCE studies, analyses, and assessments that provide defensible, cost-effective, and operationally relevant analysis to inform decisions. Outlines a management structure for Air FORCE representation in Joint Staff and Department of Defense (DoD)-level planning and analysis processes. Should not be construed to contradict applications of analysis, assessment, or risk presented in DoD Instruction Assessment, Monitoring, and Evaluation POLICY for the Security Cooperation Enterprise, Air FORCE POLICY DIRECTIVE (AFPD) 65-5, Cost and Economics, AFPD 90-8, Environment, Safety & Occupational Health Management and Risk Management, Air FORCE intelligence analysis, or bodies such as the Air FORCE Scientific Advisory Board that report to the Secretary of the Air FORCE (SecAF) or the Chief of Staff of the Air FORCE (CSAF).

5 2. POLICY . Analysis and Assessment Principles. Air FORCE studies, analyses, and assessments apply scientific and mathematical methods to support planning, resourcing, and operational decisions. Air FORCE analytic teams apply a variety of methods depending on problem type, environment, and technology, but are always guided by the following analytic principles: Transparency, Consistency, Integration, use of Standardized and Accepted Methods, thorough consideration of Quantitative and Qualitative Factors, documentation of Assumptions and Constraints, and Collaboration with Air FORCE and DoD units engaged in similar studies. Analytic Support Policies for Studies, Analyses and Assessments. Air FORCE analysts use jointly developed scenarios and assumptions as starting points for Air FORCE analyses, and they document deviations from those starting points as excursions in common frameworks.

6 These common frameworks include scenario descriptions and assumptions, threat projections, operational concepts, capability performance data, and cost estimates. They support, at the discretion of the Director of HQ USAF/A9, Strategic Planning Analyses, Capabilities-Based Assessments, FORCE Structure Analyses, Resource Analyses, Strategic and Operational Assessments, Security Cooperation Assessments, Military Risk Assessments, and other analyses as directed by senior Air FORCE leadership. AFPD90-16 26 JULY 2018 3 3. Roles and Responsibilities. Director, Air FORCE Studies, Analyses and Assessments (AF/A9). Responsibilities include: Leadership of the Air FORCE Analytic Enterprise. This enterprise comprises the people, processes, resources, and organizations providing Air FORCE operations research-based studies, analyses, and assessments to decision makers.

7 Leadership responsibilities include informing Air FORCE strategic decisions with quality, independent, and objective studies, analyses, and assessments. Areas addressed include strategic and developmental planning, FORCE structure analysis, capabilities-based assessment, recapitalization and modernization, resource investment, operational assessment, security cooperation assessment, and risk assessment. AF/A9 works with the Joint Staff, Office of the Secretary of Defense, and other Services to develop common scenarios, assumptions, and analytic starting points for Air FORCE analyses. AF/A9 is the focal point for resolving analytic integration issues across the Air FORCE . Leadership of the Air FORCE Analytic Community. AF/A9 establishes frameworks for comprehensive and defensible Air FORCE study, analysis, and assessment processes used by the Air FORCE Analytic Community.

8 This community comprises all Air FORCE operations research analysts ( , military coded 61A and civilians in the science and engineering 1515 job series), analytical studies officers ( , Air FORCE specialty codes with Y-prefix), and other personnel with equity in the Air FORCE Analytic Enterprise. In this role AF/A9 leads a governing body for the Air FORCE Analytic Community and collaborates with other Headquarters United States Air FORCE (HQ USAF) directorates, major commands (MAJCOM), Air National Guard, Air FORCE Reserve Command, Numbered Air Forces (NAF), Direct Reporting Units, Field Operating Agencies, and other analytic support agencies, to provide reach-back analytical expertise. Air FORCE Chief Analyst representing the Secretary of the Air FORCE and the Chief of Staff of the Air FORCE .

9 AF/A9 serves as Air FORCE functional expert for the military 61A operations research analyst and civilian science and engineering 1515 operations research analysis career fields. This responsibility includes developing Air FORCE -wide POLICY and guidance for analyst career management and development. AF/A9 works to maximize utility and minimize redundancy in USAF studies, analyses, and assessments by coordinating with HQ USAF directorates on the prioritization, participation, integration, and review of these efforts. AF/A9 develops Air FORCE -wide POLICY and guidance for joint analytic scenarios, models, toolkits, and databases and for strategic and operational risk assessments. As the Air FORCE Chief Analyst, AF/A9 has both the responsibility and the authority to de-conflict and integrate Air FORCE study, analysis, and assessment products to provide clear, consistent, and analytically sound decision support to the SecAF and CSAF.

10 Air FORCE Chief Analytics Officer. AF/A9 serves as the Air FORCE Chief Analytics Officer. The Chief Analytics Officer is responsible for developing, implementing, and continuously improving the Air FORCE Advanced Analytics Strategy and data analytics capabilities across the Air FORCE . This includes establishing personnel skill and training standards to implement the Air FORCE Advanced Analytics Strategy, defining and promoting data analytics best practices, and establishing guidance and policies to convey 4 AFPD90-16 26 JULY 2018 consistent, insightful data analytic findings in support of SecAF and CSAF priorities. The Chief Analytics Officer will work with the Chief Information Officer and the Chief Data Officer, and is responsible for deriving analytical insights from data governed by Chief Data Officer and the information architecture managed by Chief Information Officer.
