2 It assigns AFMC responsibilities, prescribes policy and procedures, and provides direction for standardizing, verifying and maintaining the accomplishment of required missions and end states in accordance with Department of Defense (DoD), United States Air FORCE (USAF) and AFMC policy. In accordance with (IAW) AFMC Mission Directive (AFMCMD) 401, Headquarters Air FORCE MATERIEL Command, it identifies elements of systems engineering (SE) practices and management required to provide and sustain cost-effective products and systems that are operationally safe, suitable and effective. This instruction applies to all systems which fall under the SE, LCSE and/or OSS&E responsibility of AFMC and its subordinate organizations. AFMC Special Access Programs will comply with this instruction consistent with applicable security restrictions; exceptions for alternative compliance will be documented and reported within the appropriate special access channels.

3 This publication does not apply to Air FORCE Reserve Command (AFRC) or Air National Guard (ANG) units. This publication may be supplemented at any level, but all 2 AFMCI63-1201 28 MARCH 2017 Supplements must be routed to this publication's Office of Primary Responsibility (OPR) for formal coordination prior to certification and approval. Ensure that all records created as a result of processes prescribed in this publication are maintained IAW Air FORCE Manual (AFMAN) 33-363, Management of Records, and disposed of IAW the Air FORCE Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). IAW AFI 33-360, Publications and Forms Management, refer recommended changes and questions about this publication to the OPR using AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate chain of command.

4 In this instruction the terms project and program are synonymous, referring to a directed, funded effort that provides a new, improved or continuing capability in response to an approved operational need. This includes but is not limited to pre-program efforts, programs of record, operations and sustainment (O&S) efforts, and the efforts of engineering/technical support organizations which routinely utilize SE processes to support programs over their life cycles. In this instruction the terms Lead Systems Engineer (LSE) and Chief Engineer (CE) are synonymous, referring to the senior (having precedence in making decisions) responsible engineer in a program office. The LSE/CE typically implements a program's OSS&E, LCSE and SE technical processes and may be an assigned/delegated Engineering or Technical Authority IAW DoD, AF, AFMC and/or Center policies.

5 In this instruction content that is recommended, informational or descriptive ( , not mandatory) is indicated as "recommended" or is indicated by words such as "should," "may," "can," "consider," etc. All other content is mandatory and may include words such as "shall," "must," or "will" for additional emphasis. Mandates to the acquisition execution chain are not considered Wing-level mandates and therefore tiering IAW AFI 33-360 does not apply. When tiering does apply for a requirement, waiver authority is identified with a tier waiver number ( T-0, T-1, T-2, T-3 ) following the compliance statement. See AFI 33-360 for a description of the tier number authorities. This revision changes applicability and waiver processes for the Air FORCE Systems Engineering Assessment Model; streamlines requirements for the OSS&E Baseline Document; and incorporates multiple changes resulting from updates to the policies listed in Attachment 1.

Systems engineering is a collaborative, interdisciplinary execution approach which provides technical and managerial processes to unify, integrate and focus the efforts of all stakeholders researchers, acquirers, developers, users, testers, trainers, maintainers and sustainers throughout the life cycle of a product or system. SE provides the integrating technical processes and design leadership to define and balance system performance, cost, schedule, risk, and system security within and across individual systems and programs. Tailored application of SE processes begins at concept inception and continues throughout the life cycle phases (user needs identification through disposal).

10 SE decisions can be made at any life cycle phase, and can affect the cost, schedule and performance of an item, system and Family/System of Systems (FoS/SoS). An overview of DoD and AF systems engineering processes can be found in the Defense Acquisition Guidebook (DAG); AF Pamphlet (AFPAM) 63-128, Integrated Life Cycle Management (ILCM); and the latest version of the Air FORCE Systems Engineering Assessment Model (AF SEAM) Management Guide.
