PETER LEATHERHEAD 12th August 2018 NINETEENTH SUNDAY IN ORDINARY TIME JUST TO BE CLEAR There has been much in the news-starved media at present on the Pope s teaching on the death penalty.

2 The salient points are: 1. The Pope has not changed CATHOLIC doctrine. He cannot do so unless the bishops of the world agree. This has not happened because it is not necessary here; it is not a change of doctrine . 2. In this case the teaching of the CHURCH has been minutely modified in a way that seems, in fact, hardly necessary. The existing Catechism entry 2267 reads: the cases in which the execution of the offender is an absolute necessity are very rare; if not practically non-existent . The Catechism here quotes Pope John Paul II, clearly the Catechism does not approve of the death penalty. The new passage reads: The death penalty is inadmissible because it is an attack on the inviolability and dignity of the person.

3 A tiny loophole has been closed. So the movement is from saying that the grounds for execution are practically non-existent to inadmissiable . A change, but minute! It is very clear that in the existing Catechism entry, the CHURCH does not want Capital Punishment and indeed strongly discourages it. And the Pope s latest merely closes a semantic gap. Moral principles cannot change. But the application of moral principles to particular circum-stances can change. And, indeed, in certain circumstances, must change. This is the case here. The Media, of course, are jumping up and down as it gives them some-thing to talk about in the silly season .
