3 ByGrade Payand class- Y (ii)HIGHLIGHTS(1).As per the result of CENSUS Enquiries, the total regularEmploymentunder CentralGovernment as on 31stMarch, 2011was as against on 31stMarch,2009. TheEmploymenthas, thus, recorded a decline in 2011over 2009.(2).Employmentin Ministry of Railways wasthehighest ( ) followed by theMinistry of Home Affairs ( ), Defence civilian ( ), Communications & IT( ) and Finance ( ). Other Ministries/Departments collectively shared the rest of the total CENTRAL GOVERNMENT regularEmployment.(3).Out of regularEmployees, were women. The proportion ofwomen in the totalEmploymentisalmost static,around11% in the year 2011, 2009and2008.(4).About 97% of regular CENTRAL GovernmentEmployeeswere Non-Gazetted. Theoverallratio of Gazetted to Non-GazettedEmployeeswas 1:17.

4 Incase ofMinistry ofRailways, however,this ratiowas 1:78.(5).Amongst regular CENTRAL GovernmentEmployees,69% were holding Group- C postsand16% were in Group- D were holding Group- B posts whereasEmployeesholding Group A posts were onlyabout3%.(6).About of regular CENTRAL GovernmentEmployeeswerefound in theGradePayof Rs. upto1800 to Rs. 5400 which mainly consists ofGroup B , Group C and Group D in the highest scale HAG+Apex & CabinetSecretary level.(7).Amongst regular CENTRAL GovernmentEmployees,18% were working at officeslocated in X class cities and29% in Y class cities. The percentage ofEmployeesinall thecities/areas other than class X and Y cities was 53%.(8).AmongstStates and Union Territory Administrations, the highest number of regularCentral GovernmentEmployeeswas in the State ofUttarPradesh ( ) followed byMaharashtra ( ),West Bengal ( ),Delhi ( ),Andhra Pradesh ( ),TamilNadu ( )and Madhya Pradesh ( ).

5 In remaining the proportion wasless than2%.(iii)1 CENSUS OF CENTRAL GOVERNMENTEMPLOYEES(As on31stMarch,2011) GOVERNMENT of India, Ministry of labour andEmployment, DirectorateGeneral ofEmployment& Training has been conducting, since 1960, the CENSUS ofCentral GovernmentEmployees with 31stMarch as its reference date. The presentreport, which is thirty-fourthin the series, covered CENTRAL GovernmentEmploymentason 31stMarch,2011. The main purpose of the CENSUS was to provideEmploymentdetails on aspects such asGrade PayofEmployees, sex-structure, status, tenure ofservice, group of posts (Gazetted/Non-gazetted), location by States and class of cities, , COVERAGE, CONCEPTS & CENSUS covered allEmployeesholding civilian posts under CentralGovernmentEstablishmentswhich existed as on31stof March,2011and whose pay &allowances,honorariumor any other remunerationwere paid out of the ConsolidatedFundof India.

6 The return prescribed and used for collection of CENSUS data is Scope coverage, concepts and definitions adopted for conducting theCensus Enquiries are given , LIMITATIONS AND ESTIMATION OF basic data under the CENSUS was collected from all CENTRAL GovernmentEstablishmentsborne on the Employer s Register maintained atEmploymentExchanges through their network spread all over the country. However, CENSUS returnsduly filled-in by employers have been received only from 4752 Establishmentsout oftotal 7343 Establishments. The responsewasthusaround65%. from secondary sources such as Annual Reports of therespectiveMinistries/Departments,info rmation on CENTRAL GovernmentEmployeescompiled andmaintained by Department of Personnel & Trainingand Pay Research Unit, M/oFinancehave also been utilized to arrive at the total number of the CENTRAL the above facts into consideration, total number of CENTRAL GovernmentEmployeesworked out to during the period under report and the samehas been incorporated in various Tables in this publication.

7 However, the distribution ofEmployeesshown category-wise in the Table numbers 3,6& 7 , been estimated on the basis of proportionsarrived by using informationreceived from theEstablishments. Further, the data presented in Table number 8 and 9on location / State-wiseEmploymentis based on either data of Employer s Register attheEmploymentExchanges underEmploymentMarket Information (EMI) Programmeor on the basis of proportions observed in the previous CENTRAL total number of regular civilianEmployeesunderCentral GovernmentEstablishmentsas on 31st March,2011was The Table-1 shows overallcomparative changenoticed in the level of CENTRAL GovernmentEmployment(regular)as on 31stof March, 1 CENTRAL GOVERNMENTEMPLOYMENT(2009&2011)(Inlakh)C ategory ofEmployeesNumber ofEmployeesas on31stMarchIncrease/Decrease(+) (-) totalEmploymentunder CENTRAL GOVERNMENT as on 31stMarch,2011as perCensus has gone down ,2009.

8 Thisdecreasemay beattributed to various recruitment policies of the GOVERNMENT . The overall ratio, however, works out to1:17.
