The Occupational Hazard Reduction/Removal Program (OHRP) is designed to assist the FDC in the proper management of potential hazards before they develop into severe, less manageable items. B. The program will be administered through the assigned facility Environmental Health and Safety Officer (EHSO) and the Maintenance and Construction Superintendent and will provide Wardens, senior administrators and maintenance personnel with a priority ranking of corrective actions for identified deficiencies. C. It is essential that each supervisor is familiar with safety, accident prevention and occupational health/hazard responsibilities as outlined in this manual.

2 D. It is the responsibility of all staff and inmates to report hazards within their work and living environment to their supervisors. E. The program applies to all FDC employees and inmates. INSPECTIONS A. Department heads are responsible for evaluation and reporting to the assigned facility EHSO of hazards identified within their areas of jurisdiction. The Weekly Safety and Environmental Health Inspection Report, FDC form DC2-537 , will be utilized for this reporting and documentation. B. The assigned facility EHSO will also identify hazards during routine monthly inspections. The Monthly Environmental Health and Safety Report, FDC form DC2-597 , will be utilized for this reporting and documentation.

3 CORRECTIVE ACTION A. The Maximus system contains a mechanism for prioritization of corrective actions for identified deficiencies. B. The assigned Facility EHSO will consult with maintenance personnel on appropriate corrective action timeframes for serious identified deficiencies. C. The assigned Facility EHSO will take immediate action to mitigate serious hazards to provide interim corrective actions until repairs can be completed. Such methods for the reduction/removal of hazards or interim corrective actions include (but are not limited to): 1. Isolation of hazardous operations to minimize exposure ( ,lock out/tag out). 2. Provision of alternate production procedures to include the substitution of less hazardous materials or selection of a less hazardous process to minimize risk.

4 3. Provision of personal protective equipment ( , protective eyewear, gloves, respirators, etc.). D. At the facility level, the EHSO, is available to assist Wardens, senior administrators and department heads with technical recommendations concerning reduction/removal of identified hazards. E. Report hazards on form DC2-565 Hazard Notification. F. The Regional Safety Consultant is likewise available to provide technical assistance. IMMINENT DANGER SITUATION A. When an imminent danger situation is discovered, it will be brought to the immediate attention of the supervisor in charge. B. The supervisor in charge will take prompt action to: 1. eliminate or reduce the hazard, or if this is not immediately possible, 2.

5 Cease operations and withdraw exposed personnel C. After (b) 1 and/or (b) 2 above have been completed, the supervisor in charge will notify the Warden or senior administrator and the assigned EHSO. D. The assigned facility EHSO is authorized to stop any work activity if an imminent danger situation is identified. 1. Whenever such action is taken the EHSO will immediately notify the Warden or senior administrator present at the facility. 2. If any work activity is stopped, the EHSO will review recommendations as soon as possible for interim corrective action(s) that will allow return to normal operations. 3. The EHSO will notify the Regional Safety Consultant via e-mail whenever work is stopped due to an imminent danger situation.

6 The Regional Safety Consultant will then notify Central Office Environmental Health and Safety Staff via e-mail. ENVIRONMENTAL HEALTH AND SAFETY OFFICER RESOURCES A. Ventilation Control and Fire Protection of Commercial Cooking Operations: 96. ENVIRONMENTAL HEALTH AND SAFETY OFFICER ASSIGNED JOB TASKS A. This position will serve full time as Environmental Health and Safety Officer (EHSO) at the assigned facility.

7 B. Conducts monthly inspections of all areas of the facility to ensure compliance with the agency Environmental Health and Safety Manual applicable American Correctional Association (ACA) standards and relevant federal, state and local regulatory requirements. C. Provides onsite monitoring of daily institutional operations to ensure compliance with applicable safety and environmental health program standards. D. Investigates reported hazards, employee and inmate accidents, vehicle accidents, fires, lightning and other weather damage and other conditions and situations which could affect the health, safety and welfare of employees and inmates and communicates such information to the Warden & Regional Safety Consultant in a timely manner.

8 E. Monitors all aspects of the workers compensation program with the stated goal of reducing employee claims and returning to work in a timely manner. F. Develops and maintains accurate files and records for the assigned facility (or facilities) relating to all aspects of the agency safety, environmental health, risk management, workers compensation and ACA accreditation programs. G. Motivates employees and inmate workers to utilize appropriate personal protective equipment consistent with requirements in the agency Environmental Health and Safety Manual and applicable Material Safety Data Sheet Requirements. H. Provides consultation to employees on federal, state and local laws, rules and regulations concerning occupational and fire safety, environmental health, risk management, workers compensation and other relevant issues.

9 I. Communicates safety, environmental health, risk management and workers compensation concerns to the Warden and the Regional Safety Consultant. J. Ensures control and utilization of hazardous, caustic, toxic and flammable materials in use at the institution consistent with applicable Material Safety Data Sheet requirements and agency HazCom program. K. Ensures institutional compliance with applicable safety, environmental health and sanitation, ACA standards and applicable operational review standards. L. Serves as liaison with outside agency and contract vendor personnel such as Department of Health, Department of Environmental Protection, Department of Financial Services, and the State Fire Marshal, contracted pest control and life safety systems when their personnel are conducting official business at the facility.

10 M. Advises Warden and Regional Safety Consultant of scheduled outside agency reviews or inspections ( , Department of Health, etc.) in a timely manner; and be responsible for preparing the corrective action plans. N. In conjunction with the institutional trainer, assists in provision of employee safety and health training required by the agency Environmental Health and Safety Manual. O. Maintains a safety and environmental health resource library containing documents and reference materials determined to be necessary for program implementation by central office safety and environmental health administrator. P. Identifies personal protective equipment and other equipment and supplies needed to comply with the agency safety and environmental health program.
