Chapter Ind 22 was renumbered to be Chapter ILHR 22, Register, February,1985, No. 350, eff. 3 1 85. Chapter ILHR 22 was repealed and recreated to be chap-ter Comm 22, Register, January, 1999, No. 517, eff. 2 1 99. Chapter Comm 22 asit existed on March 31, 2009, was repealed and a new Chapter Comm 22 was createdeffective April 1, 2009. Chapter Comm 22 was renumbered Chapter SPS 322 unders. (4) (b) 1., Stats., Register December 2011 No. I Scope and ApplicationSPS (1)This Chapter applies to all one and 2 family dwellings covered by this code that use any amountof non renewable energy for heat : Non renewable energy sources used for heat distribution only will notrequire compliance with this : Although the actual source of heat delivered by a heat pump is renewable,a dwelling using a heat pump is not exempt from the requirements of this Chapter dueto the required input of electricity to run the pump and compressor.

(2)The equipment efficiency standards in this Chapter applyto all one and 2 family dwellings covered by this code that usethe respective equipment.(3)(a) The vapor retarder requirements under s. SPS the moisture control and ventilation requirements under apply to any dwelling with insulation installed, whether or not the insulation is required under this code.(b) The vapor retarder requirements under s. SPS donot apply to an unheated space, such as an attached, : CR 08 043: cr. Register March 2009 No.

639, eff. 4 1 09; correctionin (3) made under s. (4) (b) 7., Stats., Register December 2011 No. 672; CR15 041: renum. (3) to (3) (a), cr. (3) (b) Register December 2015 No. 720, 1 (1)This Chapter is notintended to conflict with any safety or health a conflict occurs, the safety and health requirements shallgovern.(2)This Chapter allows the designer the option of using vari-ous methods to demonstrate compliance with thermal perfor-mance requirements. The designer shall identify on the plan sub-mittal form what method or subchapter is being used, and indicatethe design criteria and how it is being applied.

Unless specificallyexempted, all requirements of this Chapter apply regardless of themethod : CR 08 043: cr. Register March 2009 No. 639, eff. 4 1 II DefinitionsSPS (1) Air impermeable meanshaving an air permeance less than or equal to L/s m2 at apressure differential of 75 pascals when tested according toASTM E 2178 or ASTM E 283.(2) Conditioned floor area means the sum of areas of allfloors in conditioned space in the structure, including basements, cellars, and intermediate floored levels measured from the exte-rior faces of exterior walls or from the center line of interior walls, excluding covered walkways, open roofed over areas, porches, exterior terraces or steps, chimneys, roof overhangs and similarfeatures.

(3) Conditioned space means space within the dwellingthermal envelope which is provided with heated air or surfaces toprovide a heated space capable of maintaining the temperature ofthe space to at least 50 F at design conditions.(4) Crawl space wall means the opaque portion of a wallwhich encloses a crawl space and is partially or totally belowgrade.(5) Dwelling thermal envelope means the elements of adwelling with enclosed conditioned space through which thermalenergy may be transferred to or from unconditioned space or theexterior.

(6) Exterior wall area means the normal projection of thedwelling envelope wall area bounding interior space which is con-ditioned by an energy using system including opaque wall, win-dow and door area. Any skylight shaft walls that are 12 inches ormore in depth, measured from the ceiling plane to the roof deck, are considered in the area of exterior walls and are not consideredpart of the roof assembly.(7) Heated slab means a floor slab in which an uninsulatedheating element, uninsulated hydronic tubing or uninsulated hotair distribution system is in contact with the slab or placed withinthe slab or the subgrade.

(8) HVAC means heating , ventilating and air conditioning .(9) HVAC system means the equipment, distribution net-work, and terminals that provide either collectively or individu-ally the processes of heating , ventilating, or air conditioning to SPS ADMINISTRATIVE CODEP ublished under s. , Wis. Stats., by the Legislative Reference under s. , Stats. Updated on the first day of each month. Entire code is always current. The Register date on each pageis the date the Chapter was last May 2016 No. 725(10) Infiltration means the uncontrolled inward air leakagethrough cracks and interstices in any dwelling element and aroundwindows and doors of a dwelling caused by the pressure effectsof wind, and the effect of differences in the indoor and outdoor airdensity.

(11) IC rated means an electrical fixture tested and listedby an independent testing laboratory as being suitable for installa-tion in a cavity where the fixture may be in direct contact with ther-mal insulation or combustible materials.(12) Mass wall means a wall of concrete block, concrete, insulated concrete forms, masonry cavity, brick other than brickveneer, earth and solid timber or logs.(13) Opaque areas means all exposed areas of a dwellingenvelope which enclose conditioned space except openings forwindows, skylights, doors and dwelling service systems.

(14) Proposed design means a description of the proposeddwelling used to estimate annual energy use for determining com-pliance based on total building performance.(15) Renewable energy sources means sources of energy, excluding minerals and petroleum products, derived from incom-ing solar radiation, trees and other plants, wind, waves and tides, lake or pond thermal differences and from the internal heat of theearth.(16) Roof assembly means all components of the roof andceiling envelope through which heat flows, thus creating a build-ing transmission heat loss or gain, where such assembly isexposed to outdoor air and encloses a heated space.
