1 Commonwealth Edison Company Summary of Typical Residential Line Item Charges (Supplemental to the Residential Rate Pamphlet) Effective with January 2017 Billing Period ComEd Charges for Residential Service Residential bills include a Customer Charge, Standard Metering Service Charge, Distribution Facilities Charge, Illinois Electricity Distribution Tax Charge, Environmental Cost Recovery Adjustment, and Charges for Energy Efficiency Programs and Taxes.
2 If fixed price supply is provided by ComEd, a Transmission services Charge, Electricity Supply Charge, and Purchased Electricity Adjustment are also included on the bill. Depending on where you reside, your bill may also include Charges for local government compliance costs and for franchise costs. 5 2 Transmission services Charge, Electricity Supply Charge and Purchased Electricity Adjustment (PEA) are electricity supply related line items. The PEA could be a charge or a credit and varies monthly. Each charge is a per kWh value multiplied by the kWh supplied in the billing period. 3 The charge to recover costs of a standard Service connection, customer Service operations, billing and other delivery system costs. Also includes $ in State of Illinois mandated adjustments for renewable energy resources, coal technology development and low income energy assistance as well as Residential real time pricing and consolidated billing programs. It is a per month charge. 4 The charge to recover the costs of meter reading and other standard metering services . It is a per month charge. 5 The charge to recover costs to install and maintain the electric delivery system.
6 It is a per kWh charge multiplied by the kWhs delivered in the billing period. 6 Environmental Cost Recovery Adjustment recovers certain environmental costs. Energy Efficiency Programs (EDA), Franchise Cost and Taxes are government mandated line items. EDA recovers the cost of energy efficiency and demand response measures. Franchise Cost recovers the cost that the local municipality requires to allow distribution facilities to be installed within the municipality. The illustrative Franchise Cost percentage in the Sample Bill is a system average. State tax is applicable to all customers. Municipal tax varies by municipality, and is dependent upon what, if any, municipal utility tax is imposed by the municipality.
