Mailed September 10, 2012 The Planning Commission is pleased to invite your participation in a Public Hearing concerning: WHAT: Proposed city of Culver city initiated amendment to the Official Culver city Zoning Map, as referenced and established in Section , Title 17 (Zoning Code) of the Culver city Municipal Code by changing the zoning on the property located at the northwest corner of Washington Boulevard and National Boulevard from Industrial General (IG) and Transportation (T) to Planned Development (PD).

2 (See attached Vicinity Map). The establishment of a PD Zone with related goals, objectives and development standards will allow for the future development of this site for a transit oriented development (TOD) comprised of a mix of compatible land uses including office, retail, restaurant, hotel and residential adjacent to the Culver city Exposition Light Rail Transit Station. This will include Exposition Boulevard which is to be vacated. The Washington National TOD site development involves a two-step approval process: Step One: (Current Step) Consideration of a Zone Change from IG and T Zone to PD Zone and approval of related development standards.

3 Step Two: (Future Step) Consideration of a Comprehensive Plan initiated by the project developer at subsequent Planning Commission and city Council hearings. (The second step will require the approval of a Comprehensive Plan submitted by the project developer that will contain the specific site design, circulation, parking, land uses, building intensity, architecture, open space and analysis for the proposed land uses that are consistent with the PD Zone requirements.) Project Location: Bounded by Washington Boulevard on the south, National Boulevard on the east, Venice Boulevard on the north and Los Angeles County Metropolitan Transportation Authority right-of-way on the west.

CEQA: Pursuant to Sections 15162 and 15168 of the California Environmental Quality Act (CEQA), ZCMA P- 2012085 is within the scope of the Culver city General Plan Update Program EIR approved on September 24, 1996 (PEIR 1) and the Culver city Redevelopment Plan Amendment and Merger Program Subsequent EIR approved on November 16, 1998 (PEIR 2).

5 The circumstances under which PEIR 1 and PEIR 2 were prepared have not significantly changed and no new significant information has been found that would impact either PEIR 1 and PEIR 2 and therefore no new environmental analysis is required.
