MAYO Telephone Number: 096 25101 2 Clerical Officer , Road Safety Authority KEY ELEMENTS OF THE JOB / DUTIES AND RESPONSIBILITIES: The Road Safety Authority (RSA) is tasked with improving safety on our roads in order to reduce death and injury resulting from road collisions. The legal basis for the RSA is set out in the Road Safety Authority Act 2006.

2 The RSA formally came into existence on 1st September 2006. The RSA are now seeking applications from suitable candidates to establish panel(s) to fulfil possible Clerical Officer vacancies in the future over the next 12 months. This panel may be extended subject to management discretion. The Role : The nature of the work carried out by Clerical staff may vary depending on the business being conducted by the employing organisation. This will involve such Clerical /administrative tasks as may be assigned to the employee from time to time. The following reflects the typical duties you may be required to undertake, if appointed: General Clerical work filing, photocopying, answering/making telephone calls, dealing with emails, etc. under the supervision of a designated manager; Supporting line-managers and colleagues in the delivery of a quality service to all of our stakeholders; Working as part of a team in delivering services, working with colleagues across the organisation on working groups/project teams in meeting strategic/corporate objectives; Communicating and dealing with the public/customers responding to queries and providing information face-to-face, by telephone or via email/correspondence.

3 Providing the highest quality standards in customer service; Using Information Technology on a daily basis word processing, spreadsheets, database, email and internet; Maintaining high quality records in a thorough and organised manner; Checking all work thoroughly to ensure it is completed to a high standard; Approaching work in a careful and methodical manner, displaying accuracy at all times. Adhere to all RSA policies and procedures, engaging with management in the roll out of strategic objectives and transformation projects. Any other duties deemed appropriate. In certain instances positions may arise where specialist skills or experience is required accounts, language skills, etc. Suitable candidates may be selected for the purpose of filling such vacancies. This job description is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to him / her from time to time by the CEO and to contribute to the development of the post while in the role.

4 As there are two Clerical competitions, please be advised that should you apply for both competitions, your application will be reviewed across both competition selection phases and if selected for interview for both competitions, you will only be required to attend one interview process. 3 Clerical Officer , Road Safety Authority Entry Requirements and Eligibility 1. Requirements: Candidates should: have the requisite knowledge, skills and competencies to carry out the role; be capable and competent of fulfilling the role to a high standard; have a good general level of education; be at least 18 years of age on or before 26th January 2018 fulfil citizenship, health and character requirements (see below). A proven track record in Clerical roles would be an advantage. Citizenship, Health and Character Citizenship Requirement Candidates should note that eligibility to compete is open to citizens of the European Economic Area (EEA).

5 Health & Character Candidates must be in good health, capable and competent of carrying out the work assigned to them, and they must be of good character. Those under consideration for a position will be required to complete a health and character declaration and a Garda Vetting form. References will be sought. Some posts will also require special security clearance. In the event of potential conflicts of interest, candidates may not be considered for certain posts. Garda Vetting Panel appointees must complete the vetting process and this will be undertaken once the panel has been finalised following the interview process. HR in RSA will co-ordinate this vetting process. Eligibility to compete and certain restrictions on eligibility Incentivised Scheme for Early Retirement (ISER): It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector.

6 Therefore, such retirees may not apply for this position. Department of Health and Children Circular (7/2010): The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re-employment in the public health sector or in the wider public service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years, after which time any re-employment will require the approval of the Minister for Public Expenditure and Reform. People who availed of either of these schemes are not eligible to compete in this competition Collective Agreement: Redundancy Payments to Public Servants 4 Clerical Officer , Road Safety Authority The Department of Public Expenditure and Reform letter dated 28th June 2012 to Personnel Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been reached between the Department of Public Expenditure and Reform and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants.

7 It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the public service by any public service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 2011) for a period of 2 years from termination of the employment. Thereafter the consent of the Minister for Public Expenditure and Reform will be required prior to re-employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility) and the Minister s consent will have to be secured prior to employment by any public service body. Declaration: Applicants will be required to declare whether they have previously availed of a public service scheme of incentivised early retirement and/or the collective agreement outlined above.

8 Applicants will also be required to declare any entitlements to a Public Service pension benefit (in payment or preserved) from any other Public Service employment and/or where they have received a payment-in-lieu in respect of service in any Public Service employment. 2. Key Personal Attributes for effective performance at this level The person undertaking this role needs a broad range of knowledge, skills and experience, including the following: Key competencies : o Information Management/ Processing o Customer Service & Communication o Drive and Commitment o Team Working o Delivery of Results 3. Key Technical Skills for effective performance at this level Clerical Officers will be required to be proficient in the following areas; Proficiency in IT Sound judgement and excellent decision making, problem solving, analytical thinking and interpersonal skills PAY & WORKING CONDITIONS Salary Scale: Based on a hours per week gross or 37 hours net, successful candidates will be paid on the Clerical Officer scale.

Mayo and Loughrea, Co. Galway. Tenure: Probation: Annual Leave: It is intended to fill permanent positions in Loughrea and temporary posts in both Ballina and Loughrea. Candidates must satisfactorily complete a probationary period before a permanent appointment can be confirmed( if appointed to a permanent post). Specific terms of probation are a matter for each employing organisation.

10 The annual leave for this position is 22 working days a year, rising to 23 after 5 years service and to 24 after ten years service. This leave is on the basis of a five-day week and is exclusive of the usual public holidays. Duties: General: Appointees will be required to perform any duties which may be assigned to them from time to time as appropriate. Salary is paid weekly; Expenses: The Authority does not pay expenses for the purpose of attending for interview or taking up employment. Medical: A candidate who is not already in permanent employment of the Authority will be required, prior to appointment, to pass a medical examination by a doctor nominated by the Authority. The Authority bears the cost of this examination. 6 Clerical Officer , Road Safety Authority Superannuation and Retirement: The appointee will be offered public service pension terms and retirement age conditions in accordance with pension arrangements in the Road Safety Authority depending on the status of the successful appointee: (a) In general, an individual who has no prior pensionable Public Service history in the 26 weeks prior to appointment will be a member of the Single Public Service Pension Scheme (Single Scheme) which commenced from 1 January 2013 (Section 10 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 refers).
