2 Be it enacted by the Senate and House of Representa-1tives of the United States of America in Congress assembled, 2 That the following sums are appropriated, out of any 3 October 18, 2021 (4:13 )2 U:\2022 REPT\03 Rept\ bill \ SEN. APPRO. money in the Treasury not otherwise appropriated, for fi-1nancial services and general government for the fiscal year 2ending September 30, 2022, and for other purposes, 3namely: 4 TITLE I 5 DEPARTMENT OF THE TREASURY 6 DEPARTMENTALOFFICES 7 SALARIES AND EXPENSES 8 For necessary expenses of the Departmental Offices 9including operation and maintenance of the Treasury 10 Building and Freedman s Bank Building; hire of pas-11senger motor vehicles.
3 Maintenance, repairs, and improve-12ments of, and purchase of commercial insurance policies 13for, real properties leased or owned overseas, when nec-14essary for the performance of official business; executive 15direction program activities; international affairs and eco-16nomic policy activities; domestic finance and tax policy ac-17tivities, including technical assistance to State, local, and 18territorial entities; and Treasury-wide management poli-19cies and programs activities, $261,669,000: Provided, 20 That of the amount appropriated under this heading 21(1) not to exceed $350,000 is for official recep-22tion and representation expenses; 23(2) not to exceed $258,000 is for unforeseen 24emergencies of a confidential nature to be allocated 25 October 18, 2021 (4:13 )3 U:\2022 REPT\03 Rept\ bill \ SEN.
4 APPRO. and expended under the direction of the Secretary of 1the Treasury and to be accounted for solely on the 2 Secretary s certificate; and 3(3) not to exceed $34,000,000 shall remain 4available until September 30, 2023, for 5(A) the Treasury-wide Financial Statement 6 Audit and Internal Control Program; 7(B) information technology modernization 8requirements; 9(C) the audit, oversight, and administra-10tion of the Gulf Coast Restoration Trust Fund; 11(D) the development and implementation 12of programs within the Office of Cybersecurity 13and Critical Infrastructure Protection, including 14entering into cooperative agreements; 15(E) operations and maintenance of facili-16ties; and 17(F) international operations.
5 18 COMMITTEE ON FOREIGN INVESTMENT IN THE UNITED 19 STATES FUND 20(INCLUDING TRANSFER OF FUNDS) 21 For necessary expenses of the Committee on Foreign 22 Investment in the United States, $20,000,000, to remain 23available until expended: Provided, That the chairperson 24of the Committee may transfer such amounts to any de-25 October 18, 2021 (4:13 )4 U:\2022 REPT\03 Rept\ bill \ SEN. APPRO. partment or agency represented on the Committee (includ-1ing the Department of the Treasury) subject to advance 2notification to the Committees on Appropriations of the 3 House of Representatives and the Senate: Provided fur-4ther, That amounts so transferred shall remain available 5until expended for expenses of implementing section 721 6of the Defense Production Act of 1950, as amended (50 4565), and shall be available in addition to any 8other funds available to any department or agency.
6 Pro-9vided further, That fees authorized by section 721(p) of 10such Act shall be credited to this appropriation as offset-11ting collections: Provided further, That the total amount 12appropriated under this heading from the general fund 13shall be reduced as such offsetting collections are received 14during fiscal year 2022, so as to result in a total appro-15priation from the general fund estimated at not more than 16$0. 17 OFFICE OF TERRORISM AND FINANCIAL INTELLIGENCE 18 SALARIES AND EXPENSES 19 For the necessary expenses of the Office of Terrorism 20and Financial Intelligence to safeguard the financial sys-21tem against illicit use and to combat rogue nations, ter-22rorist facilitators, weapons of mass destruction 23proliferators, human rights abusers, money launderers, 24drug kingpins, and other national security threats, 25 October 18, 2021 (4:13 )5 U:\2022 REPT\03 Rept\ bill \ SEN.
7 APPRO. $186,192,000, of which not less than $3,000,000 shall be 1available for addressing human rights violations and cor-2ruption, including activities authorized by the Global 3 Magnitsky Human Rights Accountability Act (22 42656 note): Provided, That of the amounts appropriated 5under this heading, up to $10,000,000 shall remain avail-6able until September 30, 2023. 7 CYBERSECURITY ENHANCEMENT ACCOUNT 8 For salaries and expenses for enhanced cybersecurity 9for systems operated by the Department of the Treasury, 10$100,000,000, to remain available until September 30, 112024: Provided, That such funds shall supplement and not 12supplant any other amounts made available to the Treas-13ury offices and bureaus for cybersecurity.
8 Provided fur-14ther, That of the total amount made available under this 15heading $4,000,000 shall be available for administrative 16expenses for the Treasury Chief Information Officer to 17provide oversight of the investments made under this 18heading: Provided further, That such funds shall supple-19ment and not supplant any other amounts made available 20to the Treasury Chief Information Officer. 21 October 18, 2021 (4:13 )6 U:\2022 REPT\03 Rept\ bill \ SEN. DEPARTMENT-WIDE SYSTEMS AND CAPITAL 1 INVESTMENTS PROGRAMS 2(INCLUDING TRANSFER OF FUNDS) 3 For development and acquisition of automatic data 4processing equipment, software, and services and for re-5pairs and renovations to buildings owned by the Depart-6ment of the Treasury, $6,118,000, to remain available 7until September 30, 2024: Provided, That these funds 8shall be transferred to accounts and in amounts as nec-9essary to satisfy the requirements of the Department s of-10fices, bureaus, and other organizations.
9 Provided further, 11 That this transfer authority shall be in addition to any 12other transfer authority provided in this Act: Provided fur-13ther, That none of the funds appropriated under this head-14ing shall be used to support or supplement Internal Rev-15enue Service, Operations Support or Internal Revenue 16 Service, Business Systems Modernization . 17 OFFICE OF INSPECTOR GENERAL 18 SALARIES AND EXPENSES 19 For necessary expenses of the Office of Inspector 20 General in carrying out the provisions of the Inspector 21 General Act of 1978, $42,362,000, including hire of pas-22senger motor vehicles; of which not to exceed $100,000 23shall be available for unforeseen emergencies of a con-24fidential nature, to be allocated and expended under the 25 October 18, 2021 (4:13 )7 U:\2022 REPT\03 Rept\ bill \ SEN.
