What precisely is covered in Vetting Checks ? See attached table Who undertakes police Vetting ? All forces have a Vetting Unit which carry out this function on behalf of their Chief Constable. Warwickshire has the National Vetting lead for major police partners and contractors. Warwickshire have already carried out police Vetting processes for a number of current HMIC staff. As nppv Checks include the checking of police information, it is only police forces that are able to undertake these Checks .

5 Who sets the standard for pass or fail? The National Vetting Policy for the Policing Community 2012 sets the current standards for Vetting assessment. This is an NPCC (formerly ACPO) Guidance document all forces apply. This guidance is soon to be legislated in the new Vetting Code of Practice, with an accompanying Authorised police Practice (APP ) document issued to all forces which will require compliance. Who makes the final decision regarding Vetting /employment? Generally speaking decision makers within Vetting Units make police Vetting decisions which can also include the Force Vetting Manager in this process. There is review process for any person failing the police Vetting process and there can be escalation to the Chief Officer lead.

6 In summary the NSV focuses on the applicant; whereas the police Vetting procedure takes a more holistic approach, including family members, etc, giving the opportunity for the applicant to disclose notifiable associations, financial issues etc. Whilst the applicant may be found to have no adverse traces, unless there is an opportunity to review the whole of the applicant s antecedents, family and associates, potential risks may go unidentified. This will allow a more objective assessment of the suitability of a staff member or associate to undertake the role, particularly as any risk that may be transferred to forces when an HMIC staff member works on their behalf when undertaking their function. In terms of Developed Vetting (DV), this would require the person to undergo nppv 3 before DV was granted.
