EXPLANATORY STATEMENT. The explanatory statement regarding the CONSOLIDATED appro-priations amendment of the House of Representatives to the amend-ment of the Senate to 2764, printed in the House section of the Congressional Record on or about December 17, 2007 by the Chairman of the Committee on APPROPRIATIONS of the House, shall have the same effect with respect to the allocation of funds and implementation of divisions A through K of this Act as if it were a joint explanatory statement of a committee of conference.

6 SEC. 5. EMERGENCY DESIGNATIONS. Any designation in any division of this Act referring to this section is a designation of an amount as an emergency requirement and necessary to meet emergency needs pursuant to subsections (a) and (b) of section 204 of S. Con. Res. 21 (110th Congress), the concurrent resolution on the budget for fiscal year 2008 . SEC. 6. STATEMENT OF APPROPRIATIONS . The following sums in this Act are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2008 . DIVISION A AGRICULTURE, RURAL DEVELOPMENT, FOOD AND DRUG ADMINISTRATION, AND RELATED AGENCIES APPROPRIATIONS ACT, 2008 TITLE I AGRICULTURAL PROGRAMS PRODUCTION, PROCESSING ANDMARKETING OFFICE OF THESECRETARY For necessary expenses of the Office of the Secretary of Agri-culture, $5,097,000: Provided, That not to exceed $11,000 of this amount shall be available for official reception and representation expenses, not otherwise provided for, as determined by the Sec-retary.

AGRICULTUREBUILDINGS ANDFACILITIES ANDRENTALPAYMENTS (INCLUDING TRANSFERS OF FUNDS) For payment of space rental and related costs pursuant to Public Law 92 313, including authorities pursuant to the 1984 delegation of authority from the Administrator of General Services to the Department of Agriculture under 40 486, for programs and activities of the Department which are included in this Act, and for alterations and other actions needed for the Department and its agencies to consolidate unneeded space into configurations suitable for release to the Administrator of General Services, and for the operation, maintenance, improvement, and repair of Agri-culture buildings and facilities, and for related costs, $196,252,000, to remain available until expended, of which $156,590.

10 000 shall be available for payments to the General Services Administration for rent and the Department of Homeland Security for building security: Provided, That amounts which are made available for space rental and related costs for the Department of Agriculture in this Act may be transferred between such APPROPRIATIONS to cover the costs of additional, new, or replacement space 15 days after notice thereof is transmitted to the APPROPRIATIONS Committees of both Houses of Congress.
