1 CONSTRUCTION OF VUKILE TSHWETE SENIOR SECONDARY SCHOOL IN. KEISKAMMAHOEK. CONTRACT NO CDC/165/18. The Coega Development Corporation (Pty) Ltd. (CDC) has been appointed by the Department of Education, Eastern Cape Province (DoE) to assist with rolling out Infrastructure projects for the Eastern Cape School Building Programme. INVITATION AND SCOPE OF SERVICES. The CDC is inviting capable and competent Contractors with a CIDB Grading of 8GB or Higher for the CONSTRUCTION of VUKILE TSHWETE SENIOR Secondary School in Keiskammahoek. Bidders with CIDB grading of 7 GBPE are not eligible to bid. The scope of work for this project is as follows: CONSTRUCTION of New Facilities comprising of : Administrative block, Nutrition Centre and undercover dining, staff ablutions, Library and Computer Room, 10 X Classrooms + , Multi-purpose classroom, Science Lab, girls ablutions, boys ablutions, guard house, recycle room, refuse, combi-court. There is also electrical Installation, gas installation, associated site works such as roadworks, walkways, platforms, elevated water tanks and stands; water, sewerage and stormwater reticulation and demolition of existing timber structure.

2 CONDITIONS. (a) Bidders shall be registered with the CONSTRUCTION Industry Development Board (CIDB) and should have a CIDB Contractor grading of 8GB or higher. 7 GBPE are not eligible to bid. (b) CDC Procurement Policy shall apply. (c) Public Finance Management Act (PFMA) Sections 36 and 49 shall apply (d) Preferential Procurement Policy Framework Act, 2000: Preferential Procurement Regulations, 2017. Either the 80/20. or 90/10 preference point system will apply and the lowest acceptable tender will be used to determine the applicable preference point system (e) Bidders must submit a valid BBBEE Verification Certificate from SANAS Accredited Verification Agency / Registered Auditor approved by IRBA. The Qualifying Small Enterprise (QSE) and Exempted Micro Enterprises (EME) must submit a sworn affidavit stamped and signed by the Commissioner of Oath confirming the Company Annual Total Revenue and level of black ownership;. (f) The onus is on bidders to confirm their company registration with CIPC (formerly CIPRO) as CDC will not award any tender to any business that appears on the CIPC List of de-registered businesses (g) Bidders must submit a proof of registration with National Treasury's Centralized Supplier Database (CSD) or provide a National Treasury CSD registration number MAAA0.

3 ;. (h) CDC will only award the tender to a bidder who is tax complaint. The tax compliance status of the bidders will be verified through CSD and SARS website at recommendation stage;. (i) Bidders will be evaluated on functionality and will be expected to meet a minimum threshold of 60%. Only those who meet or exceed this minimum threshold will be evaluated further. (j) Complete and sign FORM K: EME/SMME and LEP Target Form (Main Contractor to meet 38% SMME/EME participation of tender value, excluding VAT, escalation, etc). (k) Bidders are required to meet the minimum threshold for Local Production and Content as per Appendix A. Bidders to ensure that they submit a completed and signed SBD Form and Annexure C, D and E. (l) CDC will not award more than two active projects to one bidder, unless one project has reached 80% completion stage and beyond. (m) No telephonic or any other form of communication with any other CDC member of staff, other than the named individual on the tender advert, relating to this request for the tender will be permitted.

Failure to provide any mandatory information required in this Bid will result in the submissions being deemed null and void and shall be considered non-responsive.
