Target Audience: Department of the Navy (DON) DISCLOSURE professionals (DDAs/FDOs), FOREIGN DISCLOSURE POCs and representatives, and others routinely working with FOREIGN DISCLOSURE issues or desiring an in-depth understanding of FOREIGN DISCLOSURE procedures. 2 This COURSE uses templates, guides, and samples to demonstrate how to best interact with DISCLOSURE officials and other persons/offices involved in the DISCLOSURE process. It also uses a scenario-based series of exercises that work a single DISCLOSURE issue from concept to implementation. The biggest difference in the three-day COURSE from the one- and two-day versions is that it encompasses more of the topics contained in the FDM; it contains exercises in more COURSE segments; and it provides additional time for class discussions and exercise debriefings to completely delve into the intricacies of the FOREIGN DISCLOSURE process; and it contains a student-graded comprehensive final exam.

3 COURSE Topics Include: The basics of the FOREIGN DISCLOSURE process (from official requests to DISCLOSURE officer reviews). National and Service FOREIGN DISCLOSURE policy and exceptions. Understanding a Technology Transfer and Security Assistance Review Board (TTSARB). policy, particularly in an FMS case. Preparing and conducting briefings to FOREIGN government representatives. Implementing disclosures within the confines of an FMS case. Requirements for sanitizing and marking documents for DISCLOSURE to FOREIGN representatives. Conducting meetings and visits with FOREIGN government representatives. DISCLOSURE issues associated with personnel assigned to FOREIGN Liaison Officers (FLOs), Personnel Exchange Program (PEPs), or Cooperative Program Personnel (CPP) billets.
