2 2 | Page This document is a Guide for Agency Providers, Personal Support Workers (PSW), Case Management Entities (CMEs), unpaid natural support providers, and the Office of Developmental Disabilities services (ODDS) in response to the care and health of individuals receiving services and supports through ODDS. This guide should be used when someone may have COVID-19 OR may have been exposed to it. It is presumed that Agency Providers and CMEs will continue to collaborate directly with the Local Public Health Authorities (LPHA/ TRIBE) or Tribal Health Centers and follow direction provided from both LPHA/ TRIBE/Tribes and licensed medical providers. Throughout the document are hyperlinks to definitions or more information. They appear underlined and/or in bright blue font. For all pages showing 3 columns, column headers may not appear on every page; going from left to right, responses are for: ODDS CMEs Providers s Definitions Agency Provider means any 24-Hour Group home , Foster Care provider, Supported Living provider, Community Living services In- home provider, Employment or Day Support Activities (DSA) provider unless otherwise specified as Residential Agency Provider or Employment/DSA Agency Provider.

3 Case Management Entity (CME) means the entity providing case management services which may be a Community Developmental Disabilities Program (CDDP), a Support Service Brokerage (Brokerage), State children s Residential Program, or children s intensive In- home services (CIIS). Close Contact means being within 6 feet of a person with who is confirmed positive or presumptive for COVID-19 for 15 minutes. Close contact can include caring for, living with, visiting, or sitting within 6 feet of a person with a confirmed positive or presumptive COVID-19 case; or having direct contact with infectious secretions of a person confirmed positive or presumptive for COVID-19 for any amount of time ( , being coughed on, providing direct care with hygiene). Note: This is general guidance, please check with your LPHA/Tribe for specific guidance for your county here. 3 | Page Community Based Organizations (CBO) means an entity funded by the Oregon Health Authority to support COVID-19 related community engagement, education, and outreach, contact tracing, or social services and wraparound supports.

4 List of CBOs Confirmed COVID-19 Case means the same as a Positive COVID-19 Case SEE Positive COVID-19 Case definition below. Employment/DSA Agency Provider means any Employment or Day Support Activities (DSA), including those who provide group or facility-based services . Health Care Representative / Advocate (HCA) means a health care representative as defined in ORS or a person who has authority to make health care decisions for an individual under the provisions of OAR chapter 411, division 390. Hospitalized means the person has been admitted or is under observation at a hospital. It does not include situations where the person is seen in the ER only and released. Individual means a child or an adult who is eligible and receiving case management services from a CDDP or a Brokerage. Isolation or isolate means the person who is infected, or believed to be infected, with COVID-19 remains physically separated from non-isolated persons.

5 The purpose of separating the infected person from others is to prevent or limit the transmission of the disease to the non-isolated persons. Isolation dates may vary as guided by the Local Public Health Authority (LPHA/Tribe), or Interim Guidance for Managing Healthcare Personnel with SARS CoV-2 Infection or Exposure . LPHA means the Local Public Health Authority for the county in which the COVID-19 scenario has occurred. Note: This is general guidance, please check with your LPHA/Tribe for specific guidance for your county here. 4 | Page Natural Support means unpaid family members or others who provide support to an individual. They may live with the individual or not. Negative COVID-19 test result means there has been a test for COVID-19 that returned a negative or not detected result. OHA means Oregon Health Authority PPE means Personal Protective Equipment such as (but not excluded to) masks, gloves, gowns, face shields.

6 Personal Support Worker (PSW) means a person who is hired by an individual or their representative to provide attendant care or direct care supports to the individual. Positive COVID-19 Case means a person has tested positive for COVID-19 . Individuals and PSWs or agency providers with Positive COVID-19 cases must follow isolation guidelines from the Local Public Health Authority/Tribe. Positive COVID-19 Case is the same as Confirmed COVID-19 Case . Pre-Admission, Pre-Operative, Pre-Procedure COVID-19 testing means a COVID-19 test ordered for an individual by a medical professional SOLEY as a precaution when required in advance of an inpatient or outpatient medical procedure. This means the individual has NOT been exposed to a confirmed COVID-positive person and has NOT exhibited COVID-like symptoms but is being tested ONLY as a pre-requisite for a medical procedure. Presumptive Positive COVID-19 case means a person has symptoms consistent with COVID-19 , has had close contact with a confirmed positive COVID-19 person 2 to 5 days before the onset of their own symptom(s), and had not tested for COVID-19 , OR has had a COVID-19 test with the result pending.

7 Individuals, agency staff, and PSWs with a presumptive COVID-19 case must isolate and follow heightened precautions according to LPHA/TRIBE guidance. Note: This is general guidance, please check with your LPHA/Tribe for specific guidance for your county here. 5 | Page Quarantine means physically separating people who have been exposed to the virus to see whether they get sick. People quarantine in case they are sick but do not have symptoms yet because the virus can spread before symptoms begin. The length of time for a quarantine should be determined by the LPHA/TRIBE or by following the Interim Guidance for Managing Healthcare Personnel with SARS CoV-2 Infection or Exposure. Residential Agency Provider means any 24-Hour Group home , Foster Care provider, Supported Living provider, or Community Living services In- home provider. Staff means a person who works for an Agency Provider (residential, employment, or DSA) who provides attendant care other types of supports ( nursing, behavior services ) to an individual (includes supports provided in foster care home , group home , supported living, DSA, In- home , employment, and community settings).

8 Suspect or Suspected case of COVID-19 means that a person has a new onset of symptoms similar to COVID-19 , is not considered presumptive and is not confirmed positive for COVID-19 . They have been told by a licensed medical provider that it is suspected they have COVID-19 and to stay home and isolate. A person suspected for COVID-19 may be encouraged by a medical professional or LPHA/Tribe to get tested. Tribe means the Tribal Health Department on tribal land where the COVID-19 scenario occurred. 10 If individual is in quarantine due to exposure to COVID-19 Provide technical assistance if requested Work with the Agency providers or family and ODDS to identify alternative services or agency providers if needed Ensure planning is in place and there is regular communication with the Agency providers Notify CME; No requirement to notify ODDS for quarantines. IF agency is a 24-Hour Child Group home provider, notify the ODDS children s Residential Specialists, plus only notify the CME for the county in which the home is located; the ODDS children s Residential Specialist will notify other CMEs for the youth in the home , as needed Provide notification of potential exposure according to the COVID-19 Exposure Notification Process Support individual to: o remain in their own room or move individual to another room o wear face covering or surgical mask o use electronic communication for family and friends Notify primary care physician if symptoms develop.
