2 CONTROL The Cunningham District Bowls Association is the Controlling Body for all CDBA Championship events. The CDBA Match Committee shall assume the responsibility for the conduct of the Championships. The CDBA may co-opt others to assist as required The Controlling Body shall have full control over the conduct of the Pennant competition. The Controlling Body shall have the power to enquire into and adjudicate any disputes or interpretations as they occur. All decisions by the Controlling Body must be confirmed in writing by noon of the following day. A decision by the Controlling Body in relation to any event, interpretation or fine imposed can be appealed in accordance with Clause 26. 2. MEMBERS OF MORE THAN ONE CLUB A player must comply with: Bowls Australia: Affiliation and Eligibility to Play Policy (Clauses 5 and 6).

3 Bowls Queensland: State Pennant Mandatory Conditions of Play at District Level and State Pennant Finals . Cunningham District Bowls Association By Law 14 as amended from time to time. 3. ENTRY REQUIREMENTS It is a condition of entry for this event that all players are familiar with and accept these Conditions of Play. Clubs shall submit entries on the official on-line nomination form. Nominations must accompanied by the prescribed fee, by the closing time advertised by the Controlling Body unless stipulated otherwise. Where it is necessary to structure a draw without byes, the Controlling Body can seek additional entries after the closing date or reject submitted entries. If a submitted entry is rejected, the Club will be advised in writing of the reason for the rejection within seven days.

4 4. ELIGIBILITY TO PLAY Only a male player whose nominated club is affiliated with the Cunningham District Bowls Association can be selected to play in the CDBA Men s Pennant competition. Eligible female players as defined in may play in the Open Division. Only a female player whose nominated club is affiliated with the Cunningham District Bowls Association can be selected to play in the CDBA Ladies Pennant competition. Only male and female players whose nominated club is affiliated with the Cunningham District Bowls Association can be selected to play in the CDBA Mixed Night Pennant competition. Provisions for Selection: The player was a financial member of their nominated club on 1st July that year or one week prior to the start of the competition, whichever comes first. For the Night Pennant competition, the player was a financial member of their nominated club on 1st February that year or one week prior to the start of the competition, whichever comes first.

5 The player has not played in another Pennant Division within that Divisional Round. This does not apply to Ladies Pennant players playing on the Open Division The Controlling Body shall determine all questions of eligibility. Approved by Council December 2017 Page 3 of 11 5. SUBSTITUTES Eligible substitutes are permitted throughout the competition. 6. GRADING, PROMOTION AND DEMOTION OF PLAYERS IN A ROUND Ladies A bona fide player can play in any division until she becomes graded for a Division. A player becomes graded for a division after playing a total of three games in that division or in a combination of that division and any higher division. Once graded for a division, a player cannot play in a lower division. Having become graded for a division, a player can still play in a higher division at any time during divisional rounds, however, a player can, as a result of playing in the higher Division subsequently become graded for a higher division in accordance with clause When a club has two or more sides in a division Each side shall be considered as playing in a separate division for the purposes of grading players in accordance with clause After becoming graded, a player shall not transfer from one side to the other.

6 Mixed Night Pennants A player can only play in one section in any weekly period. A player becomes registered in a section after the third round of the competition and can than not play in another section 7 ELIGIBILITY TO PLAY IN FINALS Men Any player, having played one less than half the number of rounds ( four of nine rounds or four of ten rounds) in any combination of divisions, shall become eligible to compete in finals play only in the highest division, in which he played during the Pennant season. Provided always that any player having played one less than half the number of rounds in any one Division shall be eligible to play in Finals Play only in that Division or above. Any player having satisfied clause in two divisions shall be eligible to play in finals play only in the higher of the two Divisions. A bye may be used to qualify for finals play only for that division in which the bye occurs or for a division below that in which the bye occurs providing that the player plays in no other division during that bye round.

7 Clubs involved in finals play shall provide a list of their participating players names and membership numbers to the Controlling Body at the CDBA office a minimum of 72 hours prior to the start time of each of these two events. Ladies Only a bona fide player who meets the eligibility requirements of clause 4, and has been graded in accordance with clause 6, shall be eligible to play in finals play and only for the division in which they are graded. In order to play in a preliminary final or final, a player must have previously been graded in that division or be one of the two players eligible for promotion. Approved by Council December 2017 Page 4 of 11 Mixed Night Pennants Any player, having played one less than half the number of rounds ( 2 of 6 rounds, 2 of 7 rounds or 3 of 8 rounds) shall become eligible to compete in finals play only in the section in which they have become registered.

8 All A maximum of two players from a lower Division in which the Club competes can play up providing that: All the players who are eligible to play for that side under Clauses and are genuinely unavailable because of ill health, work or such other reason being advised in writing by the side manager or club secretary to the Controlling Body, and The Controlling Body pre-approves in writing the reason for players not being available and also the players which the club proposes to play in their stead. If a side has insufficient players graded, plus two eligible players allowed to play up , then the side may apply in writing to the Controlling Body for non-graded players to play. Higher graded players may not play down under any circumstances. In determining eligibility the Controlling Body will ONLY accept the result sheet submitted after each game.

9 Each result sheet shall be submitted by the winning team and confirmed by the losing team 8. STRUCTURE OF THE COMPETITION Allocation, Promotion and Relegation of Clubs This is the direct responsibility of the Controlling Body, which will give consideration to the allocation, promotion and relegation of sides in order to achieve a fair and balanced competition. Divisions The competition shall be divided into a number of Divisions determined by the Controlling Body within the following parameters: Ladies Division 1,2,& 3, shall have a maximum of six sides, Division 4 and lower which can have up to eight sides. Men All Divisions shall have six sides, excluding Divisions 2 and the lowest Division in the competition. Division 2 shall have ten sides. The lowest Division in the competition may have up to ten sides. The Controlling Body shall include in any additional division or divisions such number of teams that shall ensure a fair and balanced competition.

10 Mixed Night Pennants The competition may be divided into 2 sections according to the number of entries received. Up to eight (8) sides shall form a section and each section shall contain, as far as practicable, the same number of sides Each section shall play a round robin series to be followed by semi finals, preliminary final and final. Sections are not to be graded All are equal The Controlling Body may change the number of divisions in the competition, and the number of sides in any division, to allow all sides nominating for a place in the competition to obtain a place. The Controlling Body can give two clubs approval to nominate a joint Pennant side if requested to do so or if this becomes necessary to make up the required Approved by Council December 2017 Page 5 of 11 number of entries to avoid byes.
