2 D. Department of Defense Financial Management Regulation 7000-14-R, Volume 7A (Duty Subject to Hostile Fire or Imminent Danger), May 2019. 2. This applies to all army Components. Per reference 1 a, paragraph 1-4b, I authorize the Director, army National guard (DARNG) to publish specific guidance regarding the applicability of this policy, to include implementation dates, as it relates to promotion for army National guard Soldiers. 3. Reference 1 b previously established authority to approve temporary promotions to Sergeant First Class (SFC) and Master Sergeant (MSG) for Regular army (RA) and United States army reserve (USAR) Soldiers who are deployed or pregnant and are established as fully qualified on an FY21 NCO Evaluation Board Order of Merit List, but lack the requisite level of PME to qualify for promotion.

Effective with the January 2021 promotion month, I am expanding temporary promotions to RA and USAR Soldiers who are prevented from completing mandatory professional military education (PME) courses to qualify themselves for promotion to the ranks of Sergeant (SGT) through Sergeant Major (SGM) when they are unable to attend PME: DAPE-ZA SUBJECT: Temporary Promotion (Sergeant through Sergeant Major) a. While in units deployed to named operational deployments in an imminent danger/hostile fire area as defined in reference 1 d where there is no training opportunity otherwise available; b. While serving on a temporary profile due to pregnancy or postpartum; or c. While enrolled in the non-resident portion of the Sergeants Major Course (SMC) following graduation of the corresponding resident course.

A temporary promotion (reference 1a, paragraph 1-36) is a promotion to a higher rank (sergeant through sergeant major), with pay and allowances until such time a set condition is met, at which point the promotion is permanent or the promotion expires, whichever occurs first. Temporary promotions that expire require the Soldier revert to their former grade. The effective date is the date the temporary promotion expires. The date of rank will be the original date of rank to the former grade. a. Temporary promotions based on deployment requires graduation of a requisite PME course of instruction not later than 365 days (for RA and USAR Active guard reserve (AGR) Soldiers) or 36 months (for USAR Soldiers other than AGR from the Soldier's redeployment date.)

Temporary promotions based on pregnancy/postpartum requires graduation of a requisite PME course of instruction not later than 24 months (for RA and USAR AGR Soldiers) or 36 months (for USAR Soldiers other than AGR) from the termination date of the pregnancy-based temporary profile (expected date of birth). c. Temporary promotions based on enrollment in the non-resident SMC requires graduation from the course based on the established graduation date in army Training Requirements and Resource System (ATRRS). 6. Guidance. a. Effective 1 January 2021, reference 1 c (deployment-based promotion exceptions to policy) is rescinded. b. Soldiers must be otherwise fully qualified for promotion except for the completion of the required PME to qualify for a temporary promotion.

For RA and USAR AGR, Soldiers must meet/exceed a temporary promotion-based cutoff score for promotion to SGT or Staff Sergeant (SSG) or meet/exceed a temporary promotion-based sequence number for promotion to SFC through SGM, or be next in line (based on merit) on an approved OML generated by an FY21 NCO evaluation board or later. The purpose of establishing a temporary promotion-based 2 DAPE-ZA SUBJECT: Temporary Promotion (Sergeant through Sergeant Major) cutoff score/sequence number is to limit temporary promotions to only those Soldiers who would have otherwise been selected for promotion had it not been for the lack of PME. d. For USAR (less AGR) and army National guard , Soldiers must be selected for or serving in the next higher graded position vacancy.

7 E. All promotion instruments must include the special instructions established in reference 1 a (paragraph 1-36). f. Completion of PME must be achieved by the date specified in the promotion instrument. Failure to complete the required level of PME within the specified timeframe will result in an NCO reverting to their former grade. g. Soldiers attending a requisite PME course following approval of a temporary promotion who subsequently fail the course (except for compassionate reasons) will be reduced effective the date of the course failure as indicated on the DA Form 1059. h. A Soldier must not have any record (within the army Training Resource and Reservation System (ATRRS)) of being a no-show or failing to attend (without proper authority) the requisite course.

8 I. Only one temporary promotion to any paygrade is authorized. 7. The army Human Resources Command, army reserve Command, and the army National guard Bureau will establish procedures, update supporting systems, publish specific administrative instructions and be responsible for managing this program to ensure it is properly carried out so as to implement by the effective date.
