OVERVIEW AND TIMELINEThe objective of the UIS/OECD/EUROSTAT data collection on education statistics is toprovide internationally comparable data on key aspects of education systems, specifically on theparticipation and completion of education programmes, as well as the cost and type of resourcesdedicated to Member countries co-operate to gather the information, to develop and applycommon definitions and criteria for the quality control of the data, and to verify the data and toprovide the information necessary to interpret and report the submitted countries are committed to making all reasonable efforts to report according tothe definitions, classifications.

3 This applies to EU Candidate countries, EEAcountries and PHARE countries co-operating with EUROSTAT and to participants of the OECD /UIS World education Indicators pilot project. For simplicity, we will henceforth refer to the latteras WEI , over 60 countries world-wide now complete the UOE previous years WEI participants completed instruments very similar, althoughdifferent, from the UOE instruments. However, since last year instruments on enrolment,graduates, entrants and educational finance converged through the implementation of a commondata collection and manual, with WEI deviations from the UOE core data collection processindicated in shadowed boxes (see below), so that WEI data providers can easily track Ref.
4 : UOE (02)1 UOE 2002 Data CollectionPage 212-Apr-02 UIS/OECD/EUROSTATFor WEI participating countries, a WEI-specific manual on the demographic context,labour market outcomes of education , teachers and the curriculum is attached in the data requestmaterial in addition to this document describes the UIS/OECD/EUROSTAT (UOE) data collection instrumentsfor the school / academic year 2000/20011 This document contains three chapters: Chapter 1 provides definitions, explanations, and Instructions relating to the coverage of thedata collection tables, the statistical units for which data are collected, and the classificationcategories that are used as breakdowns in the tables. It further provides guidelines for theimplementation of these definitions in the countries.
5 Changes that have been introduced sincethe 2001 data collections are described in Section of this chapter. Chapter 2 provides Instructions relating to the implementation of the revised InternationalStandard Classification of education (ISCED-97) in the UOE Data Collection and currentmapping of participating countries. The first part of the chapter describes the structure ofISCED-97, as well as the defining characteristics of the ISCED-97 levels and cross-classificationcategories, emphasising the criteria that define the boundaries between educational levels. Aqualitative description of selected programmes in OECD countries that meet specificclassification criteria is also presented as example of how the criteria can be properly , a specific country mapping follows.
6 Chapter 3 provides important technical Instructions for the completion of the tables whichcomplement the subject matter Instructions in Chapter second document provides Instructions for the use of the UOE ELECTRONICQUESTIONNAIRE and the data collection tables. It further presents the 2002 UOE and WEI-specificdata collection tables on students enrolled, entrants, new entrants, repeaters, graduates, financeand educational personnel. According to the timeline agreed with the Technical Group and WEIcountry co-ordinators, countries should return the completed data collection tables in electronicform for the school/academic year 2000/2001 by 1 September 2002. Countries for which data ongraduates are not available at this time can submit these data by 31 September 2002.
7 The financetables should be returned by the 1 July 2002. The completed questionnaires will be returned by e-mail or on diskettes. OECD will be responsible for send-out, receipt and 1st verification (cleaning) forOECD countries. Cleaned data will then be transmitted to UIS and will be responsible for send-out, receipt and 1st verification (cleaning) forEU, EEA and candidate countries that are not OECD member countries. Cleaned data willthen be transmitted to far as the Eurostat tables are concerned, these are the full responsibility ofEurostat for all EU, EEA and candidate countries. 1 The reference is calendar year 2001 for graduates and financial year 2000 for data on 2002 Data CollectionDoc.

This applies to all EU, EEA andcandidate WEI participating countries, OECD will be responsible for the send-out, receiptand 1st verification (cleaning) of Demography, Curriculum, Personnel and Finance data will then be transmitted to UIS. UIS will be responsible for receipt and 1stverification (cleaning) of Enrolment, Entrant and Graduate data and ISCMAP questionnaires.
10 Cleaned data will then be transmitted to the OECD for calculation of international organisations will immediately process and verify your data once theyhave been received and inform you about all steps undertaken. The initial verification will bebased on common agreed checking rules and will be undertaken by the recipient organisation alsoon behalf of the other organisations, so as to avoid duplication of requests to countries.
