This Volume prescribes the benefits for commissary; exchange; morale, welfare, and recreation (MWR); Military Health services direct care in military treatment facilities (MTFs); and TRICARE civilian health care (CHC) in support of the members of the uniformed services , their dependents, and other eligible individuals in accordance with Reference (c).

This MANUAL is composed of several volumes, each containing its own purpose. Instruction (DoDI) (Reference (c)), assign responsibilities, and provide procedures for DoD ID cards. b. Volume. 2 2. APPLICABILITY. This Volume applies to: a. OSD, the Military Departments (including the Coast Guard at all times, including when it is a Service in the Department of Homeland Security by agreement with that Department ), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense , the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereinafter referred to collectively as the DoD Components ). b. The Commissioned Corps of the Public Health Service (USPHS), under agreement with the Department of Health and Human services , and the National Oceanic and Atmospheric Administration (NOAA), under agreement with the Department of Commerce.

3 3. DEFINITIONS. See Glossary. DoDM , January 23, 2014. 4. RESPONSIBILITIES. a. Under Secretary of Defense for Personnel and Readiness (USD(P&R)). The USD(P&R). shall establish overall policy and procedures for the issuance of ID cards to members of the uniformed services , their dependents, and other eligible individuals. b. Secretaries of the Military Departments; Director, USPHS; and Administrator, NOAA. The Secretaries of the Military Departments; Director, USPHS; and Administrator, NOAA, shall: (1) Appoint project officers from a level that represents the Service position of the active, National Guard, and Reserve Components for personnel policy to serve on the Joint uniformed services Personnel Advisory Committee.

4 (2) Comply with the provisions of this Volume and other related policy and procedural guidance from the Department of Defense . c. Heads of the DoD Components. The Heads of the DoD Components shall comply with the provisions of this Volume. 5. PROCEDURES. The guidelines for benefits are in Enclosures 2 through 15. 6. RELEASABILITY. UNLIMITED. This Volume is approved for public release and is available on the Internet from the DoD Issuances Website at 7. EFFECTIVE DATE. This Volume: a. Is effective January 23, 2014. b. Must be reissued, cancelled, or certified current within 5 years of its publication to be considered current in accordance with DoD Instruction (Reference (d)). c. Will expire effective January 23, 2024 and be removed from the DoD Issuances Website if it hasn't been reissued or cancelled in accordance with Reference (d).
