2 Applicability. This regulation applies to Headquarters, Army Cadet Command ( USACC ) and its subordinate units. Proponent and Exception Authority. The proponent for this regulation is the USACC Deputy Chief of Staff, G1. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling laws, regulations, and USACC policies. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include a formal review by the activity s senior legal officer. 2 USACC Circular 601-22-1 7 May 2021 Army Management Control Process.

3 This Circular contains management control provisions in accordance with AR 11 2, but does not identify key management controls that must be evaluated. Supplementation. Supplementation of this regulation is not permitted by subordinate commands of USACC . Suggested Improvements. Users are invited to send comments and suggested improvements on DA Form 2028 (Recommended Changes to Publications and Blank Forms) directly to HQ, USACC , and Attention: ATCC-PAS, Fort Knox, KY 40121-5123. Distribution. Distribution of this regulation is intended for HQ USACC and its subordinate units. Distribution is in electronic format only.

4 Summary of Change USACC Regulation 601-22-1 RESERVE OFFICERS TRAINING CORPS ACCESSIONS FISCAL YEAR 2022 o Deleted all references to GEARS throughout publication. Beginning FY21 all TRADOC organizations at all echelons will transition to Task Management Tool (TMT) as the primary tool for issuing, managing and tracking official taskings and staffing actions on both NIPR and SIPR o All template correspondence examples in this Circular are revised for digital signature examples IAW Army Regulation 25-50, Preparing and Managing Correspondence, dated 10 October updated regulation institutes the requirements for Army Records Information Management System record numbers on memoranda (para1-5 and 2-4a(2)(a))

5 And directs that all internal correspondence to Army, be approved via digitally signed documents (paras 1-17 and 5-1b(2)(c). o Defense Information System for Security (DISS) is the system of record for security status, all reference to Joint Personnel Adjudication System (JPAS) has been removed. o Paragraph 1-5 (c) Early Commission Program (ECP) 2 LTs commissioned by MJCs will access into the same Reserve Component in which they served following MJC commissioning while completing their baccalaureate degree, unless selected for Regular Army accession by the ASA (M&RA). o Paragraph 2-3c(1) added Army change to SIFT wait times to take second test if did not score 40 or higher IAW AR 611-110.)

6 O Paragraph 2-4f deleted reference to APFT. Changes to read as follows: Candidates for component and selection must meet HT/WT, have taken an USACC Circular 601-22-1 7 May 2021 3 ACFT, and cannot have any pending medical or civil issues that otherwise prevent them from commissioning. o Paragraph 2-5b. Provided language to clarify supporting documentation required to justify hardship component or branch duty status changes. Reads as follows - Consider duty status changes from AD to RFD and vice versa only if there is evidence and supporting documentation from a non-relative third party, , physician, chaplain validating a family hardship.

7 O Paragraph 2-8c. Cyber (CY) and Military Intelligence (MI) Branches require a minimum of an interim TS/SCI (T5). Signal Corps (SC) and Explosive Ordnance (EOD) selects only require an open TS/TSCI (T5). o Appendix C, PMS Checklist item 5-2 Gold Bar Recruiters added FY21 ECP LTs are not authorized to apply for GBR duty. GRFD Revocations for Non-Scholarship Cadets added reference to USACC Regulation 145-1. RMID is the proponent for Incentive Policy. o Appendix D, Figure D-1 FY21 OML Revised to remove CST performance assessment scores. o Appendix F, Accessions Management Sheet - Revised in CCIMM. o Appendix J, Education Delay - updates made to establish minimum standardized test scores.

8 O Appendix L, paragraph L-3 - Updated new POCs for USAR Accession Packets and Orders. o Appendix L, Added F1b listing ARNG accession packet contents and revised paragraph L-4 a - b. o Appendix M paragraph M-3 (2) changed to read - (2) Early Commissioning Program (ECP) 2 LTs selected for active duty may not be considered for GBR duty. o Appendix N, revised to delete APFT. Replaced with requirement to take an Army Combat Fitness Test (ACFT) within 120 days of commissioning. (There is no requirement to pass the ACFT). The new Army Officer Appointment Checklist, USACC FM 145-5-1, dated 2 December 2020, is available on USACC SharePoint.

9 O Appendix O, Detailed Branch ADSO request will be completed in Talent Based Branching website and revised administrative procedures for Post ADSO requests. 4 USACC Circular 601-22-1 7 May 2021 o Appendix Q, paragraph Q-2, inserted - The PMS should advise any Cadet applying for these scholarships that DOD travel restrictions may result in a disapproved request from CG, USACC or CG, HRC. o Appendix Q, added language regarding PMS/cadre responsibility to assist Cadets with government/civilian travel passports. o Appendix R, Frequently Asked Questions, Q: Can a Cadet be released from branch detail if it is a branch they did not request?
