SURFACE FORCE UNIT LEVEL TRAINING STRATEGY 1. The Surface Force Exercise Manual (SFEM) is the key training directive for the Surface Type Commanders (TYCOMs) and fully supports the fleet Response Training Plan (FRTP) and meets the readiness requirements of the fleet Response Plan (FRP) in conjunction with executing the notional 27-month schedule provided in Figure 1-1. The SFEM also supports Forward Deployed Naval Forces by tailoring unit-level training requirements. The SFEM provides guidance to each ship for maintaining continuous readiness and certification throughout the employment cycle using a phased approach to Education, Training, Assessment, and Certification methodology. 2. As directed in references (a) and (b), this manual serves as the primary directive for planning, scheduling, and executing all unit level training requirements within the Surface Force.

8 It provides the policy and minimum TYCOM mission area proficiency requirements and guidance to assist in the development of a comprehensive unit level training program. Each ship s training program should facilitate mission readiness by using all tools available and integrating a COMNAVSURFPACINST COMNAVSURFLANTINST 1-2 sequence of individual, team, and unit training evolutions in all required mission areas and core competencies. 3. There are three types of exercises a ship performs throughout the FRTP: Certification Exercises, Advanced Exercises and Repetitive Exercises. Certification Exercises (CEs) are conducted in the Basic Phase and are graded by ATG to support Basic Phase Certification. Advanced Exercises (AEs) are performed during the Integrate/Advanced Phase and are either more complex exercises or are exercises that require multiple units.

9 Repetitive Exercises (REs) are designed to sustain proficiency. While most are performed during the Sustainment Phase, some REs will be performed throughout the FRTP. 4. Mission area certification requirements are contained in Chapter 3. References (c) and (d) as applicable will contain specific mission area training and assessment execution guidance. All CEs completed during the Basic Phase must be assessed by Afloat Training Group (ATG). 5. At the conclusion of the Basic Phase the ship will be designated as an Independent Unit Ready for Tasking (IURFT) and be ready to commence Integrated/Advanced and Sustainment Phase training under the Numbered fleet commander (NFC) ready for immediate deployment. IURFT does not mean a ship is fully trained or proficient in group or other composite unit operations. 6. In accordance with references (e) and (f), a series of Readiness Evaluations (READ-E) and Total Ship Readiness Assessments (TSRA) conducted over the course of the FRTP are designed to assess a ship's material and training readiness.

10 These assessments provide periodic feedback to Immediate Superior in Command (ISIC), TYCOM, and others, and ensure a planned, predictable path to deployed readiness across all pillars of readiness: Personnel, Equipment, Supply, Training, and Ordnance (PESTO). 102. SURFACE FORCE TRAINING PROCESS AND FRTP PHASES The surface ship readiness strategy is founded on a continuum of education, training, and assessment throughout the FRTP, with the goal of producing readiness to execute the current phase of the FRTP and to be prepared for the next phase. The strategy has a holistic view across the entire fleet Training Continuum that is based on four sequenced skill concentration fields: Individual, Watchteam, Unit, and Group. It takes a building block approach, and features a well-defined, standard, predictable path to deployment readiness. 1. Sustainment Phase a.
