Purpose. To promulgate Maintenance and Material Management (3M) certification requirements within Naval Surface Forces.

3 The execution of the 3M program is per references (a) through (j), except where modified by this instruction. 2. Scope. This instruction is applicable to all Commander, Naval Surface Force, Pacific Fleet (COMNAVSURFPAC)/Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) units or commands. 3. Background. Reference (j) contains Type Commander (TYCOM) direction to surface ships on the proper management of their 3M programs. This instruction contains TYCOM direction to both ships and Afloat Training Groups (ATGs) on the conduct of 3M assessments and certifications.

4 The goal is to ensure the 3M Program on surface ships is both properly managed and that COMNAVSURFPACINST COMNAVSURFLANTINST 17 Jul 13 2 planned maintenance is being properly scheduled and accomplished. To that end, the 3M Assessment will be executed in two phases, namely a 3M Program Assessment and a Planned Maintenance System (PMS) Assessment. The intent is for the assessment to accurately reflect whether a ship is properly maintaining their systems.

5 4. Summary of Changes. This is a complete rewrite of the assessment process and requires complete review. It also updates and clarifies other certification criteria, especially for rotational crews including Littoral Combat Ships (LCS). 6 3M Certification and Mid-Cycle Timelines: a. 3M Certification will be conducted once every Fleet Response Plan (FRP) cycle, provided successful 3M Mid-Cycle Assessment(s) (3M MCAs) are achieved. b. Ideally, ships, Immediate Superior in Command (ISIC), and ATG will work to ensure that the 3M Program Assessment and PMS Assessment are completed prior to the beginning of the Maintenance Phase. If this is unachievable due to a ship s schedule, either or both may be conducted during the Maintenance Phase. c. 3M MCA Process. (1) The 3M MCA will be conducted 11 to 18 months from last certification to evaluate the units 3M Program at mid-point of certifications.

7 3M MCA can be done with no notice. (2) Units that did not conduct the required 3M MCA prior to the end of the 18th month after their successful 3M Certification are required to conduct full 3M Certification prior to the end of the 24th month from last successful 3M Certification. 3M Certification will expire when the certification is not successfully completed prior to the end of the 24th month. (3) Units achieving less than minimum 3M Program Assessment or PMS Assessment scores during 3M MCA will lose 3M Certification and will conduct full 3M Certification within 90 days.

8 D. In case of an FRP extension, units will conduct 3M MCA every 12 months from the last 3M MCA until the next full 3M Certification. e. Forward Deployed Naval Force (FDNF) units will remain on a 24-month 3M cycle. f. ATG will schedule 3M Program Assessments, PMS Assessments, and MCAs or Re-assessments. 9 3M Certification and MCA Timeline flow chart is illustrated in Figure-1. h. 3M Certification and 3M MCA will not be converted to an assist visit or training for any reason. 2. 3M Certification Requirements. 3M Certification requires the successful completion of two separate assessments: a 3M Program Assessment and a PMS Assessment. a. 3M Program Assessment. The 3M Program Assessment, conducted by ATG, will determine whether a command is properly managing the 3M Program. It includes Administrative Effectiveness Review (AER) and Current Ship s Management Project (CSMP) Validity Factor (CVF) for each work center, along with an Executive Effectiveness Review (EER) for the command.

10 Grading criteria for CVF, AER, and EER are contained in reference (b).
