1 Application form 1 E V A L U A T I O N A N D A D V I S O R Y S E R V I C E S Purpose of the Evaluation function The pur pose of the Evaluation function is to compar e Foreign Qualifications with South Afr ican q ualifications and to advise on the r ecog nition of the foreig n q ualifications in South Afr ica in terms of the levels of the National Qualifications Fr amewor k ( N QF) . The Evaluation makes pr ovision for all Qualifications that for m par t of the national education and tr aining systems of other countr ies.
2 Clients ar e r eq uested not to submit documentation in r espect of the types of q ualifications specified below: Qualifications obtained fr om South Afr ican education and tr aining institutions, public or pr ivate, unless they o for m the basis on which candidates wer e admitted to foreig n postg r aduate study, or o are submitted in combination with for eig n school q ualifications for pur poses of upg r ading the latter , or o are intended for use outside the bor der s of South Afr ica.
3 This includes q ualifications obtained fr om South African pr ovider s who operate outside the border s of South Afr ica and q ualifications obtained fr om for eign providers who ar e r egister ed and accr edited in South Afr ica under the pr ovisions of the H igher Education Act. Qualifications issued by education and tr aining institutions which ar e not officially r ecog nised as a par t of a national education system, or accredited accor ding to the r elevant pr ovisions of a particular countr y.
4 This includes the q ualifications of pr ofessional (member ship) bodies. Short cour ses, in- ser vice tr aining , wor kshops / seminar s and exper iential lear ning ( unless these for m an integ ral par t of a r ecog nised national qualification in the countr y of or igin) . Pr ior learning acq uir ed outside of a national system of education and tr aining . Depending on its capacity and available infor mation, SAQA will facilitate enq uir ies about issues r elated to lear ning that is excluded fr om its Evaluation and make the necessar y r eferr als.
5 Legal status of recommendations SAQA has a mandate to evaluate for eig n Qualifications in ter ms of section 13( m) of the N ational Qualifications Fr amewor k Act, 67 of 2008. SAQA s r ecommendations ar e intended as general guidelines and ar e not binding on other institutions ( employer s, professional councils, education and tr aining institutions and the like) . Such institutions should see the r ecommendations as a point of depar tur e and as clar ification of str uctural compar ability, which allows them to embar k on a further , context specific assessment taking content and/or lear ning outcomes into consideration.
6 Principles and crit eria Evaluations ar e conducted as follows: Str ictly accor ding to the pr ocedur es, g uidelines and conditions outlined in this document. Bona fide, with due r eg ar d to the r elevant infor mation available to the D ir ector ate: For eig n Qualifications Evaluation and Advisor y Ser vice. In accor dance with the pr inciples and cr iter ia contained in the publication C riter ia and Guidelines for the Evaluation of Foreign Qualifications , which is available on the SAQA website ( ).

8 These ar e available at var ious tar iffs as indicated under Products / services and tariffs on page 4 of this document. The various categ or ies of pr iority for the pr ocessing and completion of applications ar e as follows: Nor mal pr ior ity: 30 wor king days Medium pr ior ity: 20 wor king days Hig h pr ior ity: 10 wor king days Special prior ity, which is not g ener ally available and will be only be consider ed on a special contract basis and at a substantially incr eased fee.
9 Applicants may appr oach SAQA for this ser vice in exceptional cases and only per per sonal appointment made in advance. SAQA is committed to make r esults available within the tur nar ound timelines mentioned above. This can, however , be affected by var ious factor s beyond the contr ol of SAQA, which may cause pr ocessing time in r espect of all the above categ or ies to be extended. In the event of a long delay, clients will be informed. Lodging an application A pr oper and complete application will include the following : An application form, fully completed and leg ible A complete set of documentation ( see pag e 3 of this document) Pa yme n t, or proof of payment ( see pag e 4 of this document) If any of the above is not included, or does not comply with the r eq uir ements outlined in this document, the Evaluation pr ocess will not be activated and the application will be refer red back to the applicant.
10 A reactiv ation fee will be payable. The applicat ion f orm The for m includes the following sections: 1 Per sonal details of qualification Holder ( QH) 2 Per sonal details of the applicant ( the QH or someone else) 2b Instr uctions to SAQA r eg arding the Evaluation r esults 3 Pur pose of the Evaluation ( why it is needed) 4 Specifications r egar ding q ualification documents to be submitted 5 Pr oducts and ser vices and the tar iffs char g ed for these, as well as the ways in which payment can be made 5b The banking details of the sponsor 6 Declaration by the applicant Applicant s are request ed to caref ully read and complete each sect ion in a legible handwriting.
