1 GUIDE LINE FOR ESTABLISHMENT OF NEW POST DIPLOMA INSTITUTION IN INDUSTRIAL SAFETY Directorate of Technical Education & training , Orissa, Cuttack Page 2 of 4 GUIDE LINE & APPROVAL PROCESS FOR POST DIPLOMA IN INDUSTRIAL SAFETY AFFILIATED TO STATE COUNCIL FOR Technical Education AND VOCATIONAL training , ORISSA, HUBANESWAR EFFECTIVE FROM 2009. 1. Back ground:- Due to Industrial growth globally as well as National level, lot of Industries were set up to cater the need of the Society. Though work is worship in the main motto of an Industry it is also the duty of an Industry to give all facilities for providing Industrial Safety.

2 Therefore, Government has taken all the Industries including construction Industries, and other Industries under the purview of Factories Act. Under this act, it is mandatory to appoint Safety Officer in an Industry. Hence, the course in Industrial Safety became more needful. Seeing the demand State Council for Technical Education and Vocational training , Orissa, Bhubaneswar, lunched the course at Asian Workers Development Institute, Rourkela during the year 1986, with a intake capacity of 26 seats. Further, it has been increased to 64.

3 Till to-day there are only 6 nos. Institutes which are imparting Post Diploma Courses in Industrial Safety, as given below. 1) Asian Workers Development Institute, Rourkela. 2) Dr. Ambedkar Institute of Industrial Safety, Rourkela. 3) Koel Institute of Industrial Safety, Rourkela 4) Challengers Academy of Post Diploma in Industrial Safety, Angul 5) Chinmaya Institute of Fire & Safety Engineering, Rourkela 6) Multi Disciplinary Centre on Safety Health & Environmant, Bhubaneswar Since the emerging of small & medium scale Industries in Private Sector a passed out student from Post Diploma in Industrial Safety has opportunity for employment.

4 So public awareness should be generated among the entrepreneurs in different corners of Orissa, for establishing such institutes. For which the process from affiliation to admission should be streamlined. 2. Requirement for grant of approval:- No new institution of Government, Government aided or Private institutions shall be introduced without obtaining prior approval of the State Government. 3. Application form can be submitted by:- Registered Society and Trust/Self financing Private Institution. Central / State Government institution/ Government aided institutions.

The stages involved in the processing of application are prescribed below:- i) Submission of application Form :- Application duly filled in prescribed format along with requisite processing fees may be submitted to the Director of Technical Education & training , Orissa, Cuttack within a stipulated time as fixed by , Orissa/ Government in original and a copy should be sent to Government in Industries Department, Bhubaneswar and , SCTE&VT, Orissa, Bhubaneswar. ii) Check list to be followed at the time of submission of application Form.

6 Copy of Registration of Society/Trust along with details of constitution, memorandum of association of the Society/Trust. Copy of letter from concerned State Government for classification of land with respect to its location, City/Rural. Copy of registered land document in the name of applicant Trust/Society. Copy of building plan prepared by an Architect and approved by the competent authority as designated by concerned State Government. Copy of resolution of the Society/Trust earmarking land for the proposed institution.

7 Copy of land use certificate from competent authority as designated by the concerned State Government. Details of latest fund position showing adequacy. Page 3 of 4 5. Verification of document:- The application along with documents received at this Directorate may be scrutinized at the Directorate level. The fit cases will be communicated to deposit the required processing fee and joint FDR for lakh for sending the team for inspection. 6. Issue of letter of Approval. The applicant Trust/Society who have satisfied the requirements as per the norms during the scrutiny would be required to comply the following requirements and submit the document to DTE&T, Orissa for processing approval.

8 (a) A non-refundable processing fees for , 000/- to be deposited in favour of DTE&T, Orissa. (b) A joint for ,00,000/-(Rupees Three lakh) only to be created in favour of DTE&T, Orissa and Chairman/ Secretary of the applicant Society for a period of 8 years. (c) Expert Committee visit: - As and when the applicant institution is ready for inspection for preparedness of Establishment of the proposed institutions. (d) A visit of Expert Committee arranged by the DTE&T, Orissa for verification of the facilities created for establishment of the proposed institution.

9 The Expert Committee shall be comprised as per the following members:- 1) 02 (Two) Expert members: a) One from Industry and, b) One Safety Officer from Industry. 2) One Officer from DTE&T, Orissa not below the rank of Dy. Director. (e) The Expert visiting Committee shall examine the preparedness of the Institution to impart quality Education , as per the norms/ standards/ condition required, as per the syllabus prescribed by SCTE&VT, Orissa from time to time. 7. Consideration for issuance of Letter of Approvals; The report of the expert Committee shall be placed before the SLC for consideration.

10 The State Level Committee consists of the following members. 1. Commissioner-cum-Secy., Industries, Dept. - Chairman 2. DTE&T, Orissa, Cuttack - Member. 3. Vice-Chairman, SCTE&VT, Orissa. - Member 4. Joint Director (DTE&T, Orissa) - Member Convener. Based on the recommendation of the State Level Committee, Government shall issue Letter of Approval in favour of the fit institution for a maximum period of 3 years. Norms for Post Diploma in Industrial Safety: Intake: The institutions may be started with maximum 60 seats which can be increased in 30 nos.
