PURPOSE This document serves as a refresher for Evaluators in the Veriforce Evaluator PROGRAM . As the Evaluator, the integrity of the Veriforce process depends on you. Veriforce requires an Evaluator to be a person with the character to preserve the integrity of the Evaluator Authorization Process.

EVALUATOR RESPONSIBILITIES AND ROLE First and foremost, the authorized evaluator is responsible for evaluating a candidate to determine whether that candidate is qualified to perform a specific covered task.

4 The evaluator must also adequately document the evaluation. These tasks must be conducted in strict accordance with Veriforce policies and procedures and follow operator-defined evaluation methods and criteria. To access the Veriforce policies and procedures, log in to VeriSource. Under the Resources tab, click on Veriforce Policies and Procedures. In order to determine if a candidate is qualified, the evaluator must ensure that they meet 100% of the criteria as outlined by the operator on the ROE. This includes being able to recognize and react to all abnormal operating conditions (AOCs) associated with a task. Qualifying someone that does not meet 100% of the criteria would violate regulatory requirements and Veriforce policies and procedures.

5 It would also jeopardize the integrity of the pipeline and the safety of that individual and everyone working around them. As an authorized evaluator, you are able to evaluate candidates within your own company or from other contractor companies that have signed up with Veriforce . In addition to conducting and documenting evaluations, evaluators are authorized by Veriforce to conduct TRAINING specifically related to a given covered task. Veriforce provides TRAINING Guides and Records of TRAINING (ROTs) that can be used for TRAINING on common covered tasks. NOTE: Even though you are an authorized evaluator for specific covered tasks, you are NOT automatically granted qualifications for those tasks.

6 In order to become qualified on any task, you must be evaluated by another authorized evaluator. NOTE: Even though you are authorized to conduct TRAINING related to covered tasks, you MAY NOT train the candidate during an evaluation. To access ROTs and TRAINING Guides, log in to VeriSource. Under the Internal Evaluators tab, click on ROTs and TRAINING Guides. Select an operator from the drop-down menu and click Submit. Select the appropriate task and click on Download ROT Form.

EVALUATOR REAUTHORIZATION Evaluators must be reauthorized every year on or before the date of their previous authorization or reauthorization. There are two ways to become reauthorized: 1. Attend the instructor-led Evaluator Authorization course and pay associated fees. OR 2. Attend the online Evaluator Refresher course and pay associated fees. For more information regarding the instructor-led class, visit The Evaluator Refresher course consists of online modules and a final exam of 50 questions. You have two attempts to pass the final exam with a score of 100%.

Pipeline operator personnel may have different requirements. Check with your OQ administrator. NOTE: The requirements for becoming reauthorized after a revocation are different. PRE-EVALUATION ACTIVITIES There are several tasks that an evaluator must do before the evaluation begins.

9 These tasks help ensure that you are adequately prepared for the evaluation. Download the Record Of Evaluation (ROE). Before the evaluation, you should download and review the ROE. This will help you familiarize yourself with the task requirements and assist you in securing the necessary equipment. To access ROEs, you must be logged in to VeriSource with your evaluator username and password. Each ROE has the evaluator s name and company pre-printed, so this process will not work properly if you use someone else s username. For a detailed look at ROEs, refer to Appendix A. In VeriSource, under Internal Evaluators, click on Online ROE.

10 You can then choose to download a blank or pre-printed ROE by following the on-screen prompts. For a video on how to download and submit ROEs, click on How to Download and Submit an ROE Online TRAINING under Internal Evaluators. Make the evaluation criteria available to the candidate. Veriforce policies and procedures state that the evaluator should make the appropriate criteria available to the candidate before the evaluation. The criteria may take the form of the ROE or TRAINING Guide (available for common covered tasks). The candidate should review the evaluation criteria before the evaluation in order to be fully prepared.
