Poul Thomsen, . , . , .. , . , 80% . , . rebate , - 20%.. - , - , . - , . : Dear Sirs, We are referring to a Publication in the Greek newspaper TO VIMA dated handling the intention of the Greek Government to reduce pharmaceutical cost which includes Troika's aspects as following: (Implying: Troika's representatives ) requested for a flat reduction in medicines' prices at a percentage of 15% while they asked for the doctors to subscribe according to the active ingredients of the medicine. In due course the pharmacist will be obliged to supply the insured person with the cheapest medicine available in the market according to doctor's suggestion as far as the active ingredients are concerned.

4 In relation to this publication we would like to acknowledge the following: The competent persons from the end of Greek Health Ministry and National Organization of Medicines disagreed with the above mentioned Troika's proposals claiming that medicines' prices in Greece are already significantly low. Simultaneously they claim that their purpose is the promotion and expand of well-known generics. The measures that were proposed by the Greek side were, among others, to initiate negotiations between the Social Security Organizations and especially the newly established EOPYY and the representatives of the pharmaceutical companies for the achievement of reductions so as they finally reduce generics and off-patent medicines to a percentage 50% and 60% of the prototypes, respectively. In addition, they have proposed for a reduction of the profit margin on a scale basis system and the immediate application of Cure Protocols at State Hospitals (on the 1st of January it begun on an experimental basis in the Hospital Attikon and today it is about to be applied to all State Hospitals).

5 We constantly encourage the Ministry of Health to legislate for the medical subscription on the basis of active ingredients (drastic substance), exactly as it is expressly stated in the related Memorandum but we always get a stubborn negative answer. As you pretty well know, subscription according to the active ingredients significantly reduces the pharmaceutical cost and discourages manipulated over-subscription which definitely serves concrete interests. Unfortunately, the Ministry of Health attempts to adopt measures solely related on the reduction of the subscribed medicines instead of the reduction of subscribed quantities. However, the total pharmaceutical cost is not related exclusively to the prices of the medicines but it also related to the quantity, which is something that the herein referred Ministry deliberately neglects. It has found the easy way to achieve goals only through the pharmacists who have suffered the reduction of their profit margin on a percentage which exceeds the 50% for a certain category of medicines (Medicines of High Cost), the rebate of money towards the Social Security Organizations and the extremely long-lasting delays to the payment of their invoices which amount to 6.

6 Months in some cases. On top of all this, the Ministry of Health strongly deny to adopt Troika's proposal for subscription according to drastic substance and attempts to apply pharmaceutical cost reduction through even bigger reduction of our profit margin. While the price of medicine is developed by several other factors than the pharmacists themselves at a percentage 20%, it is not fair for the Ministry to concentrate on the rest 20%. What we could give to the State, we have already given.
